Job Description

The humanitarian situation in Libya has deteriorated since the 2014 civil war. According to the United Nations 2018 Humanitarian Needs Overview, 1.1 million people require lifesaving humanitarian assistance and protection, including an estimated 170,000 internally displaced persons (IDPs), 401,000 migrants, refugees and asylum seekers, and 376,000 vulnerable host community. In September 2016, the IRC launched an emergency program in Misrata, Libya that provided medical care, medicines, and medical supplies in hospitals and primary health care centers (PHCCs). Since then, the IRC has expanded its programming to also include the provision of GBV prevention and response services and protection monitoring. The IRC’s programming has also been further expanded to Sirte and Tripoli. The IRC envisages a humanitarian program in Libya targeting refugees, migrants and other war affected populations, with interventions designed to save lives and relieve humanitarian s
uffering, with a focus on health care and protection services.

The Protection Manager will be based in Misrata, Libya and is responsible for providing day-to-day oversight of program implementation, and support to the Protection & Rule of Law (PRoL) and Women’s Protection and Empowerment (WPE) staff and capacity-building efforts. In addition, the Protection Manager will be responsible for budget management, development and tracking of spending and procurement plans, donor reporting and indicator tracking, proposal development and program expansion opportunities.


The Protection Manager shall:

Program Management & Reporting
* Oversee implementation of PRoL and WPE programming, including: timely recruitment; development of program work plans; and reporting in accordance with IRC and donor regulations;
* Develop effective training materials in line with IRC technical best practice and standards;
* Takes the lead on producing succinct and analytical monthly protection reports, highlighting key protection issues and analyzing trends identified from protection monitoring activities;
* Analyze trends of GBV and develop/adjust program strategies to meet needs;
* Regularly reviews data collected by the teams, reviews data collection methodologies, develops strategies for improving data collection, in collaboration and discussion with the Integrated Protection Coordinator;
* Control budgets and spending plans for the specific protection projects;
* Support the design of program concept notes and proposals in collaboration with the Integrated Protection Coordinator;
* All other duties as assigned.

Staff Management & Technical Guidance
* Directly supervise and support the WPE and PRoL teams;
* Provide technical guidance to the PRoL and WPE teams to ensure adherence to best practice in the approach and response to protection and GBV issues;
* Train GBV staff to become leaders of GBV prevention and response. Trainings include: guiding principles of addressing GBV, GBV case management, community mobilization toward prevention of GBV;
* Train the PRoL team on protection and human rights and relevant legal frameworks as well as protection monitoring, safe referrals, individual counselling, and community engagement;
* Lead assessments to identify protection risks, map points of service providers, and identify points of entry and support structures for reinforcement;
* Develop and strengthen GBV and protection referral systems;
* Develop protocols for information collection and sharing;
* Support trainings for other program teams and external service providers/partners on protection mainstreaming, GBV concepts and other subjects, as needed and in collaboration with the Integrated Protection Coordinator;
* Provide continuous support to build capacity of the team, ensuring the submission of weekly workplans, weekly meetings and professional development opportunities in-line with performance monitoring and evaluation plans;
* Discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance, including timely implementation of the annual staff performance management system;
* Clearly define the training needs of direct reports and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs.

Representation & Coordination
* Attend relevant coordination forums such as the Protection and GBV cluster or working groups.
* Forge connections with counterparts including INGO, local NGO, governmental and other non-governmental stakeholders;
* Collaborate closely with other program departments in order to ensure that linkages between programs are made and programs gain from training best practice;
* Lead with commitment, integrity and accountability to the “IRC Way” - Global Standards for Professional Conduct.

The Protection Manager reports directly to the Misrata Field Coordinator with a dotted technical reporting line to the Integrated Protection Coordinator. The Protection Manager directly manages the Misrata-based national PRoL and WPE teams. The Protection Manager works closely with the Misrata-based Health Manager and the Health team.

* Educational background in Social Science, International Relations, Human Rights Law, Social Work/Psychology, or other related field;
* Understanding of emergency response and 3 years of relevant professional protection experience, including experience in GBV, Women’s Empowerment or Protection/Rule of law programming;
* Strong management experience and ability to work well with a team;
* Proven experience in developing and delivering training and of group facilitation;
* Demonstrated sensitivity to protection issues, including application of the principle of confidentiality;
* Extremely strong communication skills, with good understanding of relevant cross-cultural and sensitive issues;
* Excellent qualitative and quantitative reporting skills;
* Strong problem-solving and innovation to address gaps and challenges;
* Demonstrated attention to detail and ability to produce timely and high quality of work;
* Demonstrated high level of flexibility, responsiveness, and reliability;
* Ability to work under pressure and strong time management skills to meet both short-term and long-term objectives;
* Strict adherence to humanitarian and protection principles and standards, as well as organizational policies including Child Safeguarding Policy (CSP), Code of Conduct and Prevention of Sexual Exploitation and Abuse (SEA);
* Good knowledge of Microsoft Office and Excel; and
* Fluency in English and Arabic.
