Protection of Family Links (PFL) Field Officer

What We Do
The International Committee of the Red Cross (ICRC) operates globally to provide protection and humanitarian assistance to individuals affected by conflict and armed violence. We respond to emergencies and promote adherence to international humanitarian law. As an independent and neutral organization, our mandate is derived from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies, as well as their International Federation, to ensure a coordinated, effective, and rapid humanitarian response to the needs of those impacted by armed conflict and other situations of internal violence.

Purpose
The Protection of Family Links (PFL) Field Officer plays an active role in the planning, implementation, monitoring, and evaluation of PFL activities in Sudan. Under the direct supervision of the PFL Team Leader, the officer provides support to the Protection department, ICRC field structures, the Sudanese Red Crescent Society (SRCS), and other stakeholders, as required. The position is based in Port Sudan, but the Field Officer will conduct field activities as needed, supporting Protection field colleagues according to operational demands.

Accountabilities & Functional Responsibilities

  • Collect, follow up, analyze, and propose actions for Tracing Requests (TC) and Allegations of Arrest/Detention (AoA/AoD).
  • Support the Line Manager in coaching SRCS HQ staff involved in Restoring Family Links (RFL).
  • Contribute to the analysis of the security, socio-economic, cultural, and political environment, sharing relevant information with team members and reporting any changes in the situation.
  • Collect, compile, and translate PFL-related information, preparing written reports as required.
  • Assist in data analysis and contribute to internal reports, including institutional exercises related to planning, budgeting, and monitoring programs.
  • Plan, organize, and report on internal and external meetings.
  • Develop and maintain contact with relevant stakeholders regarding PFL-related matters.
  • Prepare, participate in, and report on field visits.
  • Support staff in the implementation and monitoring of field PFL projects, when necessary.
  • Foster a collaborative, multidisciplinary working environment among team members, ensuring good team dynamics.

Certifications / Education Required

  • University degree or relevant professional experience.
  • Excellent command of English and Arabic.
  • Computer literacy.
  • Strong competencies in Leadership, Accountability, People Management, Teamwork & Collaboration, Representing the ICRC, and Beneficiary & Client focus.

Professional Experience Required

  • Typically, 3-5 years of experience in social, political, or economic sciences or a similar field.
  • 1–2 years of experience with the ICRC or another humanitarian agency is an asset.
