Position: Protection Technical Officer
Reports to: Country Director
Location: South Sudan, Bunj, Mabaan County
Duration: 12 months
Relief International (RI) is a non-profit, non-governmental organization based in Los Angeles, CA. Since 1990, RI’s programs have supported communities through relief and development work. Regionally in East Africa, RI is heavily committed to the collaboration with local actors to provide health and nutrition service and programs, livelihoods enhancing activities, protection programs, provision of shelter as well as other sectoral areas through which RI partners with local communities. Currently RI has programs in 25 countries world-wide.
SUMMARY: The Protection Technical Officer is responsible for the continuing development and daily monitoring of RI’s protection activities and services at Doro Refugee Camp. (S)he will assist in the implementation of program activities, collaborate with local community groups and INGOs to ensure the effective provision of protection services, and maintain the safety and integrity of project operations particularly as they relate to beneficiaries. The Protection Technical Officer reports to the South Sudan Program Manager and/or Refugee Program Manager. This position is based in Bunj in Mabaan County.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Address key protection concerns for Doro Refugee Camp and other program areas, which include forced recruitment, gender-based violence, domestic violence and sexual abuse and exploitation (SEA).
- Coordinate with peer organizations, protection partners and UN agencies to mitigate current gaps in protection services, with a focus on youth interventions
- Development of an informal, interactive education program.
- Develop and counseling services and training on counseling programs for gender-based violence survivors.
- Conduct community assessments to identify critical protection needs of returnees, women, and vulnerable populations in order to develop effective program interventions.
- Work to build local capacity, with sensitivity to the political and cultural context.
- Strengthen non-medical follow-up services, such as social work visits and counseling sessions to refugees.
- Work with camp community watch groups, camp coordination structures, women’s groups, other RI program team and other INGOs to develop a culturally-appropriate referral and monitoring system of protection issues.
- Plan and implement emergency interventions in beneficiary communities as needed.
- Consult with peer organizations, protection partners and UN agencies on international standards with regards to program design and implementation.
- Participate actively in interagency protection and related forums on behalf of RI South Sudan.
- Develop the South Sudan Country Protection Strategy working closely with the Country team, Desk and HQ
- Work with the Country Team, operations, finance, and security staff to ensure that all program activities adhere to RI and international standards.
- Conduct and design protection services and program activities with the utmost sensitivity for the safety and well-being of beneficiaries and national staff and with regards to the political context.
- Generation of timely internal and external reports

- Understanding of the political and cultural context in South Sudan and a strong interest in working in the region.
- Three to five years of relevant professional experience with an international organization in humanitarian programmes specifically in adult and/or youth protection.
- Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting.
- (Preferred, can be substituted with relevant experience) An advanced graduate degree in social sciences, humanities, international relations or other related field.
- Experience in counseling services and associated cross-cultural implications
- Experience in capacity building, participatory methods, and community development.
- Demonstrated written and oral communication skills (must be able to provide an independently created and relevant writing sample).
