Location:AfghanistanDivision:Program ManagementStatus:Consultant Project Description:IFES was recently awarded a three-year contract with USAID/Afghanistan named STEP (Support to the Electoral Process in Afghanistan), tasked to provide support to the Afghan Independent Election Commission (IEC).
As a part of the STEP program, IFES will be working on providing support for long term capacity building of the IEC in various areas of operations.
Job Responsibilities:Under the guidance of the Logistics and Procurement Manager, the Provincial Election Commission Advisor will be responsible for the overseeing and implementation of technical projects funded by IFES in supporting the IEC.

Specific duties will include:
  • Provide technical inputs into all logistical aspects of the electoral process as required
  • Support the development of project work plans, timelines, movement schedules and operational activities as required
  • Assist in the establishment of operational procedures designed to foster the efficient development, planning and administration of the project
  • Supervise and provide program support to national staff of IFES
  • Ensure effective coordination of IFES and IEC activities with all government and UN activities in the electoral logistics process
  • Implement training and capacity-building activities for staffs of regional and provincial offices of the IEC, with the intention of creating a sustainable Afghan workforce
  • Assist in preparation of workshop, seminar, training in collaboration with Logistics Assistant
  • Review and analyse timeliness and progress according to budget and operational plan; troubleshoot and ensure responsible agents address delays
  • Assist in provision of logistic support to IFES and IEC staff at provincial and regional level by arranging land and air-travel including arrangement of security clearance for daily/weekly missions
  • Provide timely informational and strategic updates to management and other strategic and planning meetings on all areas of IFES logistics activities
  • Provide technical logistical advice/ practical examples on the most appropriate way to carry out technical tasks to both IFES staff and/ or contractors
  • Complete other tasks as assigned
Qualifications:
  • University degree in Business/Finance or relevant field, and/or equivalent practical experience
  • Three to five years professional experience in logistics, procurement or operations working with an NGO, UN organization or Government Agency carrying out similar functions preferred
  • Project management experience, preferably a member of PMI and/or PRINCE2 trained
  • Experience with all aspects of distribution of materials in a post-conflict environment
  • Experience in the administration of projects and/or multi-stakeholder processes
  • Experience in training and managing complex logistical projects.
  • Excellent communication skills (oral and written) in English are required
  • Excellent attention to detail, highly organized and able to work well with minimal supervision is required
  • Extensive experience with Microsoft applications is required
  • Strong strategic and creative thinking
  • Personal interest, commitment, efficiency, flexibility and willingness to work in a highly motivated team of professionals
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds
