STATEMENT OF WORK

Public Procurement Expert – Procurement Planning

BACKGROUND

The Improving Public Procurement project (the Project), implemented by Deloitte Consulting LLP, is a five-year United States Agency for International Development-funded project initiated in July 2022 with the overall objective to strengthen institutional capacities for management and oversight of a fair, open, non-discriminatory, and transparent public procurement process at the national and local levels. The Project counterparts include local self-governments (LSGs), Public Procurement Office (PPO), Republic Commission for Protection of Rights of Bidders’ (Commission), Public Prosecutors Offices, Administrative Courts, Misdemeanor Courts, Anti-corruption Judicial Units, State Audit Institution (SAI) and Civil Society Organizations (CSOs).

The Project provides support to motivated municipalities to align practices to the procurement law and improve their ability to conduct effective end-to-end procurements. Counterpart municipalities are selected through annual open calls. Currently, the Project cooperates with 14 LSGs, selected through the first annual open call.

The objective of this Statement of Work is to analyze the need of municipalities for an electronic tool for public procurement planning and propose the structure and functionality of a tool that can be scaled up with simple adjustments for use by multiple municipalities. The service provider is also expected to provide a cost-benefit analysis for development and implementation of a proposed tool. Based on the analysis, the Project will determine if creation of a proposed tool would be feasible. If feasible, the Project will pilot it in two counterpart municipalities, prior to offering it to other municipalities.

SCOPE OF TECHNICAL ASSISTANCE

The service provider is expected to implement the following activities:

Based on the analysis of municipal procurement planning process, propose an electronic/online tool that would facilitate and support the procurement planning process. The aim would be to propose a tool that would facilitate the collection of procurement needs, assist with identification of opportunities for joint procurements, tie the procurement to budget and municipal development priorities, support monitoring implementation of procurement plan and similar. The service providers should describe the needs and requirements of municipalities for public procurement planning and budgeting and the structure and functionalities of the proposed tool as well as a plan for development and piloting. Finally, the service provider should provide a cost-benefit analysis for development of a proposed tool..

Instructions to Offerors

Offerors must:

Ø Submit a curriculum vitae of proposed team and a cover letter describing direct relevant experience with references. The cover letter should include a clear division of tasks and responsibilities of each team member (the role of each team member in preparing and delivering training).

Ø Submit a financial offer for the assignment (in US dollars) presented per deliverable (Use the Financial Offer Template presented below in the SOW document. Full document is available for download at the bottom of Devex ad).

Ø When calculating the financial offer, the offeror should include all anticipated costs for the assignment such as labor, travel, accommodation, associated taxes, etc. Any airfares should be for the lowest cost economy class and/or Fly America compliant.

Ø The application should reflect the contracting party – entity or individual; The subcontract will be signed with the entity/individual indicated in the application. Contracting Country Nationals (Serbia) must apply and will be contracted as legal entities (businesses).
