Qualitative Data Analyst, Baseline Public Perception Survey (BPPS)

Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA), Remote Location

Project Summary:

The purpose of Afghanistan Monitoring, Evaluation and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes.

The purpose of the Baseline Public Perception Survey (BPPS) is to determine Afghan awareness and perceptions of the United States Agency for International Development (USAID) and Agency contributions to the welfare of Afghanistan. The USAID Office of Program and Project Development (OPPD)/Development Outreach & Communications (DOC) unit has been working in Afghanistan for 18 years, designing messages, and communication products to assist in the Missions efforts. The BPPS baseline survey will help gather information as to how its work has influenced Afghani perceptions and understanding of the Agency. The BPPS study primarily consists of a household survey across multiple provinces. In support of the household survey the study will also include qualitative interviews with selected stakeholders. The qualitative interviews will focus on providing context for differences in awareness across different stakeholders. It will also be used in conjunction with quantitative analysis to provide a potential explanation of survey results.

Position Summary:

Under the direction of the BPPS Qualitative Specialist, the Qualitative Analysts will assist with thematic coding of the interview transcripts. In addition, the selected individuals could be asked to assist with developing and upkeeping the code book and supporting other aspects of the final analysis for the survey report. This position is to be done remotely from the selected individual’s home-base with frequent meetings with the wider BPPS team. The position will require a number of days of training, and regular meetings to ensure inter-coder reliability. This is a short term position with an estimated level of effort of 29 days over the next two to three months.

Responsibilities:

· Undertake thematic coding and content analysis of BPPS interview transcripts

· Attend meetings and trainings as needed

· Assist as requested on other analysis task

Qualifications:

· Bachelor’s degree in social sciences, survey methodology, or similar subjects required

· A minimum of two years of experience with qualitative data analysis using appropriate software (i.e., Nvivo, ATLAS.ti, MaxQDA)

· Experience with strategic communications, dissemination and outreach in international development work will be helpful

· Relevant experience in writing analytical and research reports that are objective and evidence-based. Experience working on multi-person research teams

· Prior experience working on USAID evaluations, including strong understanding of ADS 201 and ADS 579

· Strong team player with client-oriented skills

· Oral and written English fluency required
