Job Description
ESSENTIAL JOB DUTIES/SCOPE OF WORK:
Position:
The Quality Assurance/M&E Specialist has overall responsibility for the monitoring, evaluation and reporting activities linked to this project. The M & E Specialist will work in collaboration with MOHSW M & E and County Teams Quality Assurance equivalent counterpart. S/he is responsible for developing and managing the Performance Monitoring Plan with both the USAID and MOHSW indicators. S/he will develop systems to collect and analyze information on inputs, outputs, outcomes and impact of the project within the public health context surrounding the five key elements or "program areas". S/he will conduct supportive supervisory visits to counties, partner organizations, and health facilities to observe, monitor, and provide guidance and quality feedback on the use of data and indicators; analyze monthly data and support training of M&E personnel in quality assurance methods. The M&E Specialist will report to the Project Director.
Responsibilities:
1. Facilitate dialogue and stakeholder sessions with the MOHSW at the County level and Local CBOs to develop county QA strategy and plan.
2. Design, implement and lead roll-out of quality assurance (QA) initiative within the County in close collaboration with the County Health Teams (CHTs) and Local CBOs
3. Support continued institutionalization of QA within the CHTs and Local CBOs.
4. Work closely with the Project Director and field teams to determine the operational needs of the health quality assurance program within the scope of the grant.
5. Produce high quality weekly, monthly, quarterly, half yearly and annual reporting to HQ and donors as required by USAID and the MOHSW.
6. Provide technical assistance for service delivery site participants (collaboratives) in the improvement of clinical care.
7. Work closely with the County Health Team, local CBOs, and supported facilities to determine the QA priority topics and training needs of the medical staff.
8. Design and implement training in QA and process improvement methods
9. Train senior CHT and CBO staff to increase their responsibilities in order to build capacity and ensure sustainability of programs
10. Use QA team-building approaches to strengthen regional and sub-prefectural management teams and facilitate problem solving
11. Work with the Project Director, County Health Team, and partner local CBOs to design and implement a reporting system to monitor and evaluate the objectives, indicators and outcomes of the performance indicators as well as progress in the reduction of mortality and morbidity
12. Review monthly field reports in order to analyze trends and adjust the program as needed
13. Attend health coordination meetings as well as other relevant coordination meetings
14. Assist in the selection and training of qualified program field staff.
15. Make frequent supportive supervision site visits to facilities to ensure that appropriate care and training are being conducted and to offer support to health staff
16. Regularly update Project Director on progress of activities
17. Maintain flexibility to take on added responsibility as and when needed
18. Maintain open lines of communications between yourself and all health staff
19. Collaborate with Security officer/FSC/CD in order to maintain security of health staff in the field
Security Management Responsibilities:
1. Monitors staff health and safety in times of crisis
2. Co-facilitates medical care and evacuation if necessary
3. Serves as back-up emergency contact in times of need
4. Be aware of the Security situations in operational areas and advise Logistic Coordinator
QUALIFICATIONS: (Training/education/experience/physical demands required; provide 6-8 requirements)
Qualifications/ Skills:
1. Minimum Master's degree in Public Health, preferably with a specialization in M&E and/or Quality Assurance
2. Experience in overseas programs at the Manager level relating to basic primary health care; maternal, neonatal, and child health; family planning, reproductive health and gender-based violence; malaria; HIV/AIDS, and water and sanitation.
3. Minimum of five years of experience required, of which 3 years should be of developing country experience or resource deprived environment
4. Previous NGO experience
5. Must have excellent communications skills, both oral and written
6. Proven experience in Report and Proposal writing
7. Proven experience with QA and M&E
8. Must have excellent self-motivation skills
9. Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO's; the ability to work with a broad spectrum of people
10. Ability to exercise sound judgment and make decisions independently
11. Extremely flexible, and have the ability to cope with stressful situations and frustrations
12. Ability to relate to and motivate local staff effectively
13. Creativity and the ability to work with limited resources
14. Excellent decision making and leadership skills
15. Must work independently under difficult conditions
16. Ability handle difficult situations tactfully and diplomatically
17. Ability meet dead lines and work in a stressful environment
18. Must be able to take on non medical responsibilities from time to time to cover for other team members
Language Skills:
1. Ability to read, analyzes, and interprets, technical and non-technical English language documents and manuals.
2. Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, and senior government.
Work Environment:
1. While performing duties of the job, the employee frequently works in precarious and remote places. Regularly work in outdoor extreme weather conditions
