In anticipation of an Engineering Task Order from USAID/Ukraine, Amentum is seeking a qualified candidate to serve as a Quality Assurance Manager (QAM). This position will be responsible for supporting the Program Manager by overseeing the overall program Quality Control program and providing oversight and control of USAID construction activities.

This position is contingent upon Customer approval, funding, and position availability.

POSITION SUMMARY:

The Quality Assurance Manager (QAM) is primarily responsible for implementing the Contractor’s approved Quality Management Plan for the overall TO, overseeing the implementation of subtask-specific quality control plans, and supervising the performance of the construction contractor(s) for the subtasks related to construction oversight. This includes responsibility for managing in-house or third-party quality assurance personnel and providing oversight and independent inspection and verification of construction contractor(s) quality control processes and documentation of all construction activities.

JOB DUTIES AND RESPONSIBILITIES:

  • Collaborate with the project management team to create quality management plans for all program activities and ensure that quality control is implemented by the program.
  • Provide leadership and management for the oversight of USAID-supported construction activities.
  • Oversee project controls support to support USAID with effective contract administration and communication.
  • Develop appropriate construction quality management systems to verify contractors are meeting contract requirements.
  • Engage with construction contractors particularly with regards to delivery concerns.
  • Ensure effective written communication and facilitate RFIs, submittals and invoices.
  • Ensure contractors follow appropriate site safety protocols.
  • Collaborate with local stakeholders to respond to program issues.
  • Must be full-time in Ukraine.

REQUIRED SKILLS AND QUALIFICATIONS

  • Minimum educational requirement of a Bachelor degree;
  • Construction Management and/or Quality certificate is preferred.
  • At least 10 years of overall experience and previous construction management experience with activities of similar scope and complexity.
  • Fluency in written and spoken English.
  • Ukrainian/Russian language proficiency is highly preferred.
  • Experience working in Ukraine is preferred.
