Job Description
Devex is currently assisting a leading international firm in searching for a Quality Control Specialist to be based in Dhaka, Bangladesh. The Quality Control Specialist will provide advice and assistance in strengthening systems for quality control of the project implementation. The Specialist will point out disparities between the project implementation plans and actual performance and accordingly make recommendations. The Quality Control Specialist will provide support in developing the capacity of the staff to achieve the project objectives. S/He will:
- Monitor and evaluate technical and institutional mechanisms for sub- project planning, management, and implementation;
- Develop monitoring and evaluation methods for the sub- projects in association with the LGED Project Monitoring and Evaluation Unit;
- Review and assess current practices and standards applied by LGED for:
- Design and construction management, including contract administration, scheduling, supervision, quality control, quantity and quality recording at the field level;
- Internal financial and engineering auditing at the supervisory level based on guidelines and manuals;
- Review and assess the detailed designs of subprojects;
- Review and assess the training and capacity development programs;
- Provide support in monitoring the physical progress of subprojects;
- Provide support in strengthening field- level monitoring and evaluation capacity; and
- Ensure the collection of data to evaluate the quality, progress, and effects of physical works.
Required skills and qualifications:
- Bachelor’s degree in Civil Engineering, Master’s degree in Civil Engineering preferred;
- 15+ years work experience, 10 years of which was involved in planning, design, supervision, and monitoring of rural infrastructure development projects that involved construction, upgrading, improvement and maintenance works in roads, bridges, buildings, culverts, etc.
- Experience in quality standards and testing procedures for roads, bridges, and buildings;
- 5+ years experience working in a similar position, with excellent communication and English language skills;
- Experience in report preparation, common office and engineering software;
- Work experience in similar development projects funded by international development agencies/ organizations required.
This post is a full- time position that will be based in Dhaka, Bangladesh. The contract will run for three to six months per year, with travel across the country. Compensation will be very competitive.
