Job Description

POSITION SUMMARY:

The Director for South East Asia is Project HOPE’s most senior manager for all program activities, staff and relationships in this region. Under the direction of the Executive Vice President, and in partnership with technical and administrative staff at Project HOPE Headquarters and in Project HOPE field offices, the Regional Director shall plan, direct, organize, and manage programs currently operating in South East Asia. The Regional Director shall coordinate new program and partnership development activities with the assistance of relevant Project HOPE technical personnel and program managers, and participate fully in proposal writing and other fundraising activities. This role also shall provide overall leadership, direction, management, representation, and vision to all Project HOPE programs in India. Supervision, management and coordination of HOPE’s Programs in India to assure administrative support for programs, coordination of education program components including planning, implementation and evaluation and contract/networking with counterparts and appropriate Indian and US agencies. Identify new business opportunities to expand the program portfolio for Project HOPE in India.

PRINCIPAL RESPONSIBILITIES:

1. Serve as Project HOPE’s senior manager for all program activities, staff, and relationships in South East Asia while representing India as a Country Director.

2. In conjunction with professional staff, plan, direct, and supervise Project HOPE programs in the region and in India in accordance with the Foundation budget and program commitments.

3. Develop regional strategic plan and annual plan of operations in collaboration with technical staff and regional personnel while development similar plans for India.

4. Monitor program performance by frequent contact with Country Directors and/or Program Managers; review of field communications, discussions with Project HOPE Headquarters personnel and periodic site visits.

5. Maintain oversight for recruitment and selection of staff necessary for effective operation and performance of all programs in the region while managing same for India.

6. Responsible for general fiscal oversight of Regional programs; participate as needed in financial and budgeting issues of each program. Direct responsibility for India programs, fiscal health and budgeting.

7. Provide assistance with marketing efforts in the identification and development of new opportunities in the region and in India.

8. Negotiate country agreements and manage country-specific administrative issues, including labor laws, local contracts, import procedures, etc.

9. Lead, direct and manage the project team to market IDEEL (Project HOPE’s web-based e-learning course to train diabetes educators) to various corporate sectors as well as academic institutions and professional societies to increase student enrollment into the course. Establish and nurture partnerships with partner centers for the delivery of IDEEL practicum. Establish support from MOH and other key stakeholders for support/endorse IDEEL. Collaborate with technical experts to design data collection of patient level data of the patients of the IDEEL graduates.

10. At country level, provide direct technical direction and leadership to the project team, participating in activities of the project as appropriate as implementer (e.g. training, surveys, materials design, data analysis, etc) consistent with officeholder’s relevant technical skills.

11. Manage the relations between Project HOPE and local partners, government officials and donor representatives for smooth implementation of program activities.

12. Maintain excellent communication with Project HOPE headquarters and regional team by e-mail, telephone, and other channels, informing Project HOPE about issues in implementation, progress, problems, project relations, and any other aspects relative to the success of the project. Submit regular reports on program and financial performance of the project as directed; be accountable for the accuracy, timeliness, and quality of these reports.

13. Represent the program and, as necessary, Project HOPE in interactions with the Government of India at every level, multilateral agencies (e.g. WHO, UNICEF), other non-government organizations, community organizations as well as at international and national conferences.

14. Establish and maintain contact with USAID, US and other Embassies, key central and regional authorities, health care agencies, and private sector organizations.

15. Provide guidance on policies and procedures.

Qualifications

1. An advanced degree in a relevant field. MPH, PhD or a Medical Degree with Board Certification is preferred.

2. 5 - 10 years experience in international development specifically related to health. Prefer 5 years leading public health programs in India.

3. At least ten years of experience with all aspects of managing multiple complex health-related programs.

4. Professional and/or personal experience in Asia preferred.

5. English fluency is required and an understanding of at least one relevant foreign language is desirable.

6. Strong verbal and written skills and exceptionally strong interpersonal skills.

7. Experience and comfort interacting with senior representatives of Government, industry and the health professions.

8. Ability to travel frequently. Estimated overseas travel requirements 25-35%.
