JOB SUMMARY
The Regional HRBP is a strategic role within the global human resources team, responsible for delivering a full range of HR functions—strategic, operational, advisory, and consulting—to support CARE’s regional and country leadership teams. This role contributes to regional-level decision-making by integrating people considerations into business strategies. The HRBP leads strategic P&C priorities for the region, aligning with regional plans and roadmaps, while driving the implementation of global HR initiatives. This role utilizes HR expertise to assess human capital needs and deliver effective HR solutions that support business objectives on workforce planning, performance management, total rewards, change management, talent management, learning and development, PHSEA, and employee relations. Additionally, the Regional HRBP will have a dotted-line management role for Country Office HR leads to ensure alignment with global and regional HR strategies.
RESPONSIBILITIES:
HR Strategic Partner
- The HRBP builds strong relationships as a business partner to deliver integrated HR strategic solutions, enhancing HR function coordination and resolving people-related issues, including restructuring and funding gaps.
- They align people management strategies with CARE’s policies and procedures, staying abreast of HR trends.
- The HRBP facilitates change management, drives workforce planning, and supports organizational design, performance management, and talent development.
- Additionally, the HRBP fosters a positive workplace culture, support employee relations, and coach leadership to improve employee performance.
- Regional HRBPs also provide HR leadership during crisis situations, ensuring a swift response to HR needs in humanitarian emergencies.
- They develop and implement regional strategies that promote a positive, inclusive workplace culture where everyone can thrive.
- The HRBP ensures CARE’s Core Values are embedded in the regional strategy and aligned with business goals, advising regional and CO leadership on how culture can enhance organizational performance, innovation, and employee engagement.
Dotted-Line Oversight of Country Office HR Teams
- Provide oversight and support to Country Office HR Leads, ensuring HR policies and practices align with regional goals, incorporate best practices and global standards, and support the development of strategic HR plans.
- Monitor HR performance metrics—including employee engagement, performance management, talent development, turnover, recruitment, culture, and compliance—across the region, identifying areas for improvement and facilitating capacity building.
- The HRBP participates in performance management discussions for Country Office HR Leads, providing input on strategic alignment and HR initiative effectiveness, while also serving as a mentor and coach to enhance their leadership capabilities.
- Foster collaboration and the sharing of best practices among Country Offices to strengthen the HR function across the region.
- Coordinate collaboration between Country Offices and global P&C teams to share functional expertise, best practices, and strategic insights.
- Maintain a HR network platform that serves as an effective learning resource and a forum for innovative discussions, enhancing the role of Country Office HR as a strategic partner for CO leadership.
Employee Relations & Well-Being
- Provide expert advice and coaching to employees on employee relations issues to foster a supportive working environment aligned with CARE values.
- Ensure that all employee matters are handled consistently, fairly, and in accordance with CARE’s non-discrimination policies and practices.
- Manage and resolve complex employee relations issues, conducting objective, thorough investigations.
- Maintain in-depth knowledge of legal requirements related to employee management, reducing legal risks and ensuring regulatory compliance.
- Support global and local employee engagement efforts.
- Promote a positive working environment by advancing well-being initiatives, particularly in high-stress, humanitarian settings.
- Collaborate with HR teams and external vendors to design holistic well-being programs that address mental, physical, financial, and social health.
Advance P&C Global/Regional and Strategic People Initiatives
- Champion an inclusive, thriving workplace culture, PSHEA (Prevention of Sexual Harassment, Exploitation, and Abuse), the employee engagement surveys and activities, and other key P&C initiatives and programs at both global and regional levels.
- Collaborate closely with global units and regional teams to ensure organizational alignment, helping leaders cultivate an environment where everyone feels heard, respected, and valued.
- Proactively assess and refine HR policies and processes to enhance efficiency, streamline operations, and strengthen alignment with strategic objectives.
HR Operations
- Provide proactive, business-focused HR advice and services to leadership and HR network teams.
- Offer guidance on day-to-day HR matters, including hiring, onboarding, promotions, terminations, and policy interpretation.
- Analyze HR data to identify trends and make recommendations to client groups.
- Strengthen the management capabilities of business units by coaching and developing people managers, delivering solutions for strategic business initiatives, and driving results.
