BACKGROUND TO IRC
The International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development. The IRC began working in Myanmar in May 2008 with emergency response and early recovery interventions for communities affected by Cyclone Nargis. Since then, the IRC has broadened its portfolio with health, protection, livelihoods, and social development programs aiming to employ a holistic approach to meeting the needs of crisis affected and vulnerable communities to survive, recover, and gain control of their future. In conjunction with longer-term programs working in system strengthening, participatory community-driven development, and local stakeholder capacity development, the IRC works in emergency preparedness and response, supporting its staff and partners to be more resilient and responsive to shocks and respond quickly when they occur. IRC Myanmar operates an annual portfolio of approximately $15 million, through the implementation of over 18 grants country-wide funded by 10 different international donor agencies. In addition, IRC prioritizes partnership with local civil society organizations, and manages on average about 20 sub - grantees.
SCOPE OF WORK
The IRC seeks a Regional Program Manager for the anticipated USAID/Burma-funded Community Strengthening Project (CSP). CSP will design and implement interventions to strengthen communities in areas affected by or prone to conflict to improve access to essential services, recover from conflict, improve their resilience to future shocks, and empower them to more fully participate in Myanmar’s democratic transition and national reconciliation processes.
The Regional Program Manager will manage a project field office and/or geographic or issue-based portfolio. The Regional Program Manager will be responsible for the overall regional program strategy, including responsibility for financial and administrative oversight, as well as activity development and implementation. The successful candidate will demonstrate her/his capacity to be a key decision-maker, an adept manager, lead a diverse team of direct reports, and liaise with implementing partner organizations to ensure operational and programmatic efficiency and success.
* Manage a project field office and/or geographic or issue-based portfolio;
* Coordinate with the Chief of Party to develop the overall regional program strategy;
* Ensure proper financial and administrative oversight, as well as activity development and implementation;
* Supervise a staff team to ensure enforcement of proper financial, procurement, and general operational protocols and reporting in the field office, in compliance with USAID rules and regulations;
* Advise USAID, the Chief of Party, and other program staff on the evolution of the local political, economic and social situation in the area and on how to continually adapt the program to ensure it remains relevant and effective.
* At least 4 years of experience working on donor-funded projects in a related role;
* Experience working in conflict affected areas of Myanmar highly regarded (ie. Kachin/Northern Shan/Rakhine);
* Demonstrated experience leading diverse staff teams operating in complex environments;
* Experience analyzing local, regional and national politics, and channeling that analysis into guiding program staff in identifying and designing interventions that relate to the current political and operating environment;
* Experience working in complex, dynamic and challenging field operations in developing countries required. Experience with previous Asian or Southeast Asian countries undergoing transition preferred.
* Experience working with sub-grants and/or grants under contracts programs with national and international partners.
* Demonstrated experience developing and administering grants programs;
* Financial management experience (including budgeting, tracking, reporting, accounting, and procurement);
* Strong communication skills in written and oral English;
* Fluency in Burmese, and/or familiarity with local languages preferred.
* Capacity to work well under pressure, and the ability to communicate cross-culturally is critical.
