Regional Team Leader – Public Sector Reform - Azerbaijan

Cardno Emerging Markets USA, Ltd. Is seeking a Regional Team Leader for an upcoming DIFID Proposal issued through the Foreign and Commonwealth Office (FCO) to undertake a scoping mission for a planned public sector reform programme – the Open Futures Fund.

The Open Futures Fund aims to support the development of stable, open and prosperous countries in the Eastern Europe and Central Asia (EECA) regions by

  • Investing in future EECA leaders
  • Helping to maintain or expand the space for civil society to contribute constructively to the creation of open and successful societies
  • Building capacity in civil services and governmental bodies in order to strengthen institutional resilience and support development of effective governance

Objective

The objective of the scoping mission is to provide further analysis of the issues and improve FCO’s understanding of public sector and civil society capability in the target countries. The aim of the review is to provide robust evidence to inform the design of a future programme of intervention which would have the most impact around the target areas of civil society reform and public administration reform.

Scope

The final report will provide an assessment of each countries capacity with regard to:

(a) Public sector delivery capability; and

(b) The ability of civil society to hold government to account in Azerbaijan

The supplier should undertake an inception phase to finalize their work plan and research methodology.

Country –Level Analysis –

For (List each country separately: Azerbaijan the supplier is required to undertake country level analysis including:

  • An overall assessment of (a) public sector delivery capability; and (b) the extent to which civil society is capable of holding government to account
  • Political economy analysis outlining the structures, trends and dynamics influencing (a) public sector delivery capability; and (b) civil society ability to hold government to account
  • An overview of public sector reforms and support provided to civil society to date and a summary of key lessons learned
  • A map of on-going and planned donor work on civil society and public sector reform work including bilateral agencies, multi-lateral agencies and international foundations, and work previously and currently delivered by the UK.
  • Identification of gaps in support and an assessment of how feasible further interventions are (if at all) in these areas based on the political economy analysis.
  • Expected results that could be achieved with UK support.

We expect this to involve a small amount of primary research but the reports should mainly be developed based on the existing knowledge of the proposed team.

Desired Skills and Experience:

Specific in-country experience in Azerbaijan

  • Master’s Degree in Public Policy/International Development/ International Relations/ Economics or related field.
  • At least 8 years relevant professional experience in evaluation and monitoring, governance and public sector reform.
  • Significant experience working with major bilateral or multilateral donors – preferably either the FCO, DFID or EuropeAid.
  • Experience of winning and successfully delivering governance and public sector reform program design.
  • Significant experience working on international evaluation projects, preferably in Central Asia, Caucuses, and Slavic areas.
  • Experience in supervising technical work of junior staff and in overall management of internal resources.
  • Substantial technical expertise in monitoring and evaluation and at least two of the following areas: evidence-based policy development; political economy; civil service reform; local governance and decentralisation; service delivery; accountability and transparency; civil society; anti-corruption; public financial management; fragile states.
  • Excellent report writing and analysis skills.
  • Preference for UK citizens (on the Team Lead).
