Job Description
IBTCI is seeking a Regional Technical Expert for the Performance Evaluation of Planning for Resilience in East Africa through Policy, Adaptation, Research, and Economic Development (PREPARED). The PREPARED contract is a set of integrated, ambitious, complex regional activities covering various sectors, including biodiversity conservation, WASH, and climate change adaptation. The evaluation is being conducted to better inform the Mission on how this contract may be adjusted for improved development results and to inform future activities and current project design. Challenges, opportunities, and successes learned from this evaluation will be used to guide potential emphasis on certain activities to scale up.
PREPARED has three integrated objectives:
- Objective 1: Climate change adaptation technical capacity, policy leadership, and action readiness of regional institutions improved;
- Objective 2: Resilient and sustainable management of biologically significant transboundary freshwater ecosystems in the East African Community region strengthened; and
- Objective 3: Resilient and sustainable water supply, sanitation, and wastewater treatment services in the Lake Victoria Basin enhanced.
Timeline and Location
This position requires travel to Kenya, Uganda, Tanzania, Burundi and Rwanda. Level of Effort (LOE) is about 48 days from late September to December, 2016.
RESPONSIBILITIES
Together with the Team Leader, the regional technical experts will finalize the evaluation methodology; develop the data collection strategy, instruments, and protocols; direct data collection and compilation; and conduct data analysis.
QUALIFICATIONS
Education:
- A minimum of a Master’s degree in Environment, Natural Resource Management (NRM) or a related field.
Desired Experience:
- Five years or more of working experience in NRM with specialized knowledge on climate adaptation, Organizational Development and evaluation experience for USAID and/or other donor-funded projects with a well-rounded background in environmental management, and transboundary biodiversity conservation.
- Good understanding of regional inter-governmental organizations; with experience working in the East African region;
- Experience working in an evaluation team;
- Significant experience in program/project implementation, monitoring and evaluation;
- Have excellent analytical and report writing skills, and be fluent in spoken and written English.
- Fluency in Kiswahili is preferred;
- Demonstrated ability in developing and applying various quantitative, qualitative, and mixed-methods evaluation techniques, such as surveys, key informant interviews, focus group discussions, and other relevant techniques;
- In-depth understanding and demonstrated experience with:
- The role and application of policy, legislation and regional governance interventions to deliver conservation of forest and biodiversity.
- Regional policies, legislation, and transboundary management.
- Socio-economic and cultural issues in natural resources management, including the different roles and contributions of different populations (men and women, indigenous or minority groups, etc.).
