Job Description

Cardno Emerging Markets USA, Ltd. (Cardno) is currently seeking candidates for TWO (2) Repurchase Agreement Trader positions in Kiev, Ukraine for a USAID – funded Financial Rehabilitation (FinREP) project. This is a short-term position, based in Kiev, Ukraine.

FINREP’s goal is to help Ukraine rebuild from its current economic and financial crisis and establish a sound, transparent, and resilient financial system. FINREP activities support legislators and regulators with the banking recapitalization and resolution process, help financial sector regulators implement risk-based supervision and regulate the private pension system, help build a domestic securities market as a source of stable long-term capital, and support vulnerable populations with debt restructuring and financial literacy campaigns.

The Repurchase Agreement Trader will facilitate the use of Repurchase and Reverse Repurchase agreements (collectively, and colloquially: “Repo’s”) which are commonly used by major banks and treasury securities dealers as a key method of managing their liquidity. Ukrainian banks’ use of Repo agreements is limited by current tax laws, which view these transactions as “Sale and Buyback” agreements. Proposed amendments to the national tax code, combined with an accepted system of uniform transaction and settlement procedures would eliminate this barrier. The enhanced ability to utilize Repo agreements would provide Ukrainian banks with an important additional tool in liquidity management.

Specifically, the Repurchase Agreement Trader will meet with senior personnel of Ukrainian banks and securities dealers to outline various trading strategies commonly utilized in day-to-day trading of Repo’s, explain principle of “matched book” trading, and how it can be employed as a profit center, using the trading of Repo’s as a means of facilitating “short” positions in securities. Additionally, the candidate will be responsible for meeting with key representatives of banks and primary dealers, and illustrate the use of Repo’s as a means of financing securities inventories, the history and practicality of trading “specials” in the Repo market. Generally, the Repurchase Agreement Trader will be responsible for discussing with key bank and dealer personnel the methods of interaction between Repo dealers and the Central Bank.

Qualifications:

First Position:

Senior Trader with at least five years’ experiences with a global banking/investment dealer with a significant presence in the Repo market

Russian or Ukrainian language skills would be helpful

Second Position:

Senior trader with minimum of three years’ experience with an emerging market bank that has recently entered into the Repo market

Russian or Ukrainian language skills would be helpful
