Request for Information: Teacher Professional Development Services - ADF Haiti
Notice: Purpose Of This Request for Information (RFI)

This is an RFI, not a solicitation for proposals or bids

This RFI creates no obligation for ADF Haiti to issue a subsequent Request for Proposals (RFP), award any contract, procure any services, or provide preference to RFI respondents. Respondents bear all costs associated with their response.

Respondents acknowledge that submitting information is voluntary and uncompensated and that the details provided will be used solely for research and planning purposes.

Project Need Overview

ADF Haiti is seeking information from qualified organizations to inform planning for teacher professional development (TPD) services for schools in the Fond-des-Blancs (FdB) school network in southern Haiti.

ADF Haiti is seeking information on:

  1. Available market services and solutions for TPD
  2. Qualified organizations with experience in TPD
  3. Typical durations and cost requirements for TDP services

ADF Haiti will use this information to determine project feasibility and to help inform its project planning and design, as well as funding proposals.

Section 1: Background Issuing Organization

ADF Haiti is a 501(c)(3) Haitian nonprofit coordinating a network of 50 schools serving over 8,000 students and 500 teachers in and around FdB in Haiti’s Sud department. Its vision is to transform FdB into a thriving, globally attractive community where residents choose to live and prosper. Its mission is to support civil society in FdB by strengthening local organizations and facilitating group action toward a shared vision.

Purpose of this RFI

ADF Haiti is gathering market intelligence on effective, context-appropriate TPD solutions and delivery partners. We aim to understand feasible approaches, realistic timelines, non-binding budget ranges, and service provider capabilities to inform potential future programming and funding proposals.

Program Concept (Exploratory)

ADF is exploring the possibility of implementing a TPD program focused on building sustainable local capacity. Key elements under consideration:

Target Group: 50 schools (preschool through secondary), with 500 teachers, with varying levels of pedagogical training and experience (novice to 20+ years)

Primary Goals:

  1. Build sustainable local training capacity within the FdB school network
  2. Improve teaching practices and student outcomes in resource-constrained classrooms

Anticipated Scope:

  1. Train 200-250 teachers in practical, classroom-applicable teaching strategies
  2. Develop 10-15 local trainers capable of delivering training independently
  3. Create reusable training materials and tools (Haitian Creole, French where necessary)
  4. Establish educational indicators and tracking systems for ongoing monitoring

Delivery Model Under Consideration:

Train-the-trainer approach emphasizing simple toolkits and school-based routines that can continue after external support ends.

Operating Constraints

Context: Rural FdB with intermittent electricity and internet, minimal teaching materials/school resources, and poor school and classroom infrastructure. Training delivery in Haitian Creole; materials needed in Creole, and in French where necessary.

Anticipated Timeline: 12-to-15-month engagement if the project proceeds

Budget Considerations: We are seeking cost-effective solutions appropriate for a small nonprofit. Although funding has not yet been secured, the budget goal ranges from $80,000 to $115,000 USD for a 12-15 month project. Cost-effectiveness, sustainability, and value are critical priorities.

Section 2: Requested Information/Submission Outline

Please provide the requested information below to help us understand your organization’s capacities. Provide a high-level overview of approaches and thinking, and not detailed technical proposals. Responses should range from 6 to 11 pages.

Organization Overview (2 Pages)
  1. Legal name, registration status, and organizational mission
  2. Confirm you are not debarred and disclose conflicts of interest
  3. Years in operation and geographic areas of work
  4. Size of organization (annual budget range, approximate staff size)
  5. Haiti experience: years working in Haiti, locations, types of projects
  6. Language capabilities: Haitian Creole (required), French, English
Relevant Experience (2 Pages)

Briefly describe 2-4 projects relevant to TPD from the past 5 years. For each project, provide:

  1. Location and dates
  2. Client/funder
  3. Approximate budget size
  4. Number of teachers trained
  5. Training topics and approaches
  6. Any capacity building or train-the-trainer components
  7. Documented outcomes or impact

If possible, include links or annexes to 1-2 work products from a comparable engagement, such as a training agenda, facilitator guide, or classroom tool.

We are particularly interested in:

  1. Projects in low-resource or rural contexts (minimal technology infrastructure)
  2. Train-the-trainer models and sustainable capacity building (not just one-time workshops)
  3. Materials development in Haitian Creole
General Approach and Capabilities (3 Pages)

Based on the described project, please provide your general thoughts on:

Training Approach:
  1. State your pedagogical philosophy or methodology
  2. Describe how you would ensure training is practical for resource-constrained contexts
  3. List and briefly describe priority topics for teachers in resource-constrained contexts
  4. Explain differentiation approaches for teachers with varying experience levels.
Capacity Building Strategy:
  1. Describe your train-the-trainer approach, including:
  2. How you select and prepare local trainers
  3. Criteria for determining trainer readiness/certification
  4. Outline materials and support systems provided for ongoing trainer autonomy
  5. Explain how to ensure local trainers can deliver training without ongoing external support
  6. Outline solutions for using technology tools in limited connectivity and electricity environments
Haiti Context:
  1. Describe your understanding of education challenges specific to rural Haiti contexts
  2. Explain how you would adapt your standard approach for FdB
  3. Identify local partnerships or resources you would leverage in this setting, if any
Team and Staffing (1.5 Pages)

Provide a general description of:

  1. Key personnel who would likely be involved (roles, not necessarily specific names)
  2. Haiti-based versus international staff mix
  3. Local recruitment approach, if needed
  4. Language skills of typical team members
  5. Whether you work with partner organizations and how
Timeline and Logistics (1.5 Pages)

For a hypothetical 12-to-15-month engagement focused on building local training capacity:

  1. Outline a realistic high-level timeline, including key phases and deliverables
  2. Specify the frequency of on-site presence in FdB
  3. Describe remote engagement methods, if any
  4. Describe your approach to managing logistics and travel in rural areas with limited infrastructure
  5. List the support you might need from ADF Haiti
References (1 Page)

Please provide 1-2 professional references from organizations where you have delivered similar services in the past 5 years (ideally, one reference from a rural or resource-constrained context):

  1. Organization name
  2. Contact person (name, title, email, phone)
  3. Project name and dates
  4. Brief description of project (1-3 sentences)
Cost Estimates

Please provide a rough order-of-magnitude budget estimate for the TPD program concept described. We understand this is preliminary and based on limited information.

Requested Format:

  1. Provide cost ranges (e.g., $X,000 - $Y,000) rather than single figures
  2. Break down by major cost categories where possible:
  3. Personnel (international and local staff)
  4. Travel and logistics (including Haiti field visits)
  5. Materials development and printing
  6. Training delivery costs (venue, refreshments, etc.)
  7. Program management and overhead
  8. Other significant cost drivers

Include Unit Costs, If Possible:

  1. Cost per teacher trained
  2. Cost per training day delivered
  3. Cost per local trainer developed
  4. Cost per trip to FdB

Clearly state assumptions about scope, duration, team composition, or delivery model that drive your estimates. ADF Haiti will not hold you to these figures if we move to formal procurement. This information helps us assess funding needs and feasibility.

Section 4: Next Steps Our Review Process

ADF Haiti will review responses to understand market capabilities, approaches, timelines, and budgets. This is not a competitive selection process, so there are no evaluation criteria or scoring. Follow-up calls or demos may be requested.

Potential Next Steps If Funding Is Secured

If ADF Haiti secures funding for this project, it may issue an RFP, invite a shortlist to a competitive process, negotiate directly with service providers, or take no action.

We will notify all RFI respondents of our general plans and timeline once our funding situation becomes clearer.
