Upgrade of Oncokids application for pediatric referral in Ashanti region, Ghana
1.Organisational Background and context
In Kumasi, as part of the City Engagement Process, C/Can has supported the city stakeholders to develop a digital application (OncoKids version 1) for the prompt referral of pediatric oncology cases from the peripheral facilities to the Komfo Anokye Teaching Hospital. The objective of this effort is to reduce the time it takes for suspected cases to be seen at KATH for assessment, confirmation of diagnosis and management. This has largely been limited to 24 facilities in and around the Kumasi environs and now the local team plans to expand this to an additional 26 facilities across the Ashanti region, with additional features to be developed for the application.
2. Scope of the project
This project aims at upgrading the OncoKids application and extending for use in facilities in and beyond Kumasi but within the Ashanti region.
Overview of OncoKids version 1.
Software component: Patient referral system for Komfo Anokye Teaching Hospital, consisting of three interconnected applications:
1.Admin Dashboard (For KATH Administrators)
2.OncoKids Reviewer App(For referral facility (KATH))
3.Oncokids App (For referring facility)
Database: Firebase Firestore
Code (programming language): Flutter framework (Dart)
Software configuration: Progressive Web App (PWA) for mobile and desktop use
Server environment: Serverless environment provisioned by Google

Timing and Deliverables
The assignment shall be run between August 2024 and February 2025.
There shall be two deliverables:
1) Development and incorporation of upgrades into OncoKids version (delivery by September 30th 2024, support period for adjustments until February 2025).
a) Upgrade the existing application with the following functionalities;
i.) Addition of an administrative panel to add/remove users and facilities (registration module)
ii.) Incorporate the unique global ID of patients (generated by LHIMS) into the OncoKids Version 2; Lightwave hospital information management system (LHIMS) is used by all public hospitals in Ghana under the auspices of the Ministry of Health. It generates a unique ID for each patient that is seen in the hospital.
iii.) Visual dashboard module to generate statistics as defined by the local team
iv.) Any additional variables for patients, institutions and statistical calculations as may be required by the users
2) Installation, training and tutorial video (October 2024 - February 2025)
a) Prepare a video on setting up, use and management of application (delivery by October 30th, 2024)
b) Installation and set up on devices from facilities
c) Training of end users across facilities
d) Transfer and Training of KATH and GHS regional IT teams
6. Management arrangements
The development team shall report directly to:
-Local Project Team
-C/Can Team, including City Manager, Kumasi
The role of the local project team and C/Can team will be to provide technical support, review and approve recommendations and progress and mobilise needs.
8. Proposal Submission
Including the suggested team composition, backgrounds and expertise in software development and management.
2. Technical Proposal
Including a concrete plan to approach this project (max 10 slides or pages)
3. Financial Proposal
Including a detailed budget to execute the assignment in a timely and quality manner and the standard daily rate of each team member used to develop the budget.

10. Other terms and conditionsWithdrawal of RFP:
Proposals may be withdrawn before the RFP submittal deadline by submitting a written request to the Contact Person. Re-submittal before the RFP submittal deadline can be made; however, they may not be re-submitted after the deadline.
RFP costs:
All costs incurred in the preparation and presentation of proposals to the RFP shall be completely absorbed by the responding party to the RFP. All documents submitted as part of the RFP will become property of C/Can. Any material submitted that is confidential must be clearly marked as such.
Award basis: C/Can reserves the right to accept or reject any and all proposals, to waive any irregularities in any proposal process, and to make an award of contract in any manner in which C/Can, acting in the sole and exclusive exercise of its discretion, deems to be in the Foundation’s best interest.Proposals will be reviewed in alignment with the City Cancer Challenge Policy on Procurement.
