Dear Sir/Madam,

You are invited to submit a technical and financial proposal in response to Resonance, for the Enterprise Driven Growth Initiative Inclusive Business Incubator (RFP 1087-2023-01). All related correspondence for this proposal should be sent to: info@DEMDUSAID.org. Resonance seeks to hire a Greenlandic firm or consultant(s) with demonstrated experience managing the delivery of business development services (BDS) to partner with the Enterprise Driven Growth Initiative (EDGI) in implementing a pilot inclusive business incubator (IBI) to provide customized BDS to business and social enterprises serving or based in Greenland’s outlying municipalities. BDS are non-financial resources that help businesses grow by strengthening their competitiveness in the marketplace. BDS provided by the IBI will include capacity building in business modeling, facilitated access to peer and expert networks, and linkages to specialized resources. The IBI pilot will include two diverse cohorts of Greenlandic businesses and social enterprises serving or based in outlying municipalities.

Request for Proposal Process

This solicitation will result in the award of one time and materials (T&M) subcontract for firm Respondents or consulting agreement(s) for consultant Respondents. Resonance anticipates a budget range of approximately $100,000-$160,000 and an implementation timeline of 12 months for this activity.

Question submittal requirements:

  • Questions must be submitted by June 6, 2023, 12:00pm EDT. Resonance will not respond to questions submitted after the question period ends.
  • Questions must be submitted in English via e-mail: info@DEMDUSAID.org
  • The subject line of the email must read: “(Your Organization’s Name) Questions for RFP # 1087-2023- 01”
  • Answers to questions will be distributed on June 8, 2023. All questions and corresponding answers will be shared in the same document to all registered Respondents so that all Respondents have the same information.

Proposal submittal requirements:

  • Proposals must be submitted in English by June 19, 2023, 12:00pm EDT.
  • Proposals must be submitted via e-mail in two separate volumes, technical and cost to: info@DEMDUSAID.org
  • All technical and costs proposals should be submitted in the following font type, size and spacing: Calibri, 11, single-spaced
  • All technical proposals must be submitted in Microsoft Word (.doc) and/or Adobe Acrobat(.pdf). The subject line of the email must read: “(Your Organization’s Name) Technical Proposal for RFP # 1087- 2023-01”
  • All cost proposals must be submitted in Microsoft Excel (.xls), Microsoft Word (.doc), and/or Adobe Acrobat (.pdf), and use the provided templates, which can be found in Appendix B. The subject line of the email must read: “(Your Organization’s Name) Cost Proposal for RFP # 1087-2023-01”
  • Respondents shall receive an email acknowledging that their proposal has been received upon submission.

Please note the following standard procedures related to Resonance procurement process:

  • Resonance intends to issue a time and materials contract or consulting agreement(s) for this work.
  • An award will be made based on the Trade Off Method. The award will be issued to the responsible and reasonable Respondent who provides the best value to Resonance and its client using a combination of technical and cost/price factors.
  • Costs incurred by respondents for the preparation of a proposal and the negotiation of contract are not reimbursable.
  • Resonance will only evaluate proposals from qualified consultants/consulting firms to execute and implement the work under this project.
  • More than one Respondent meeting the technical specifications may be awarded.
  • Respondents must be able to complete all the items stated in the Statement of Work (SOW) and demonstrate past performance in related areas.
  • To maintain a fair evaluation process Resonance will not meet or discuss with Respondents during the proposal process. If Respondents have questions, they are encouraged to follow the process described above as part of the question submittal requirements.
