Job Description

SUMMARY OF THE PROJECT

INKLUSI, The Australia-Indonesia Partnership Towards an Inclusive Society, is a 5-year investment (2020-25) that will contribute to the broader development goal of No one is left behind – more marginalised people participate in and benefit from Indonesia’s socio-cultural economic, and political development.

INKLUSI continues Australia’s support to Indonesia’s prosperity, building on advancements in the areas of gender equality and women’s empowerment, social inclusion, and civil society strengthening. This includes experience and lessons working in community-driven development, civil society programs, women’s empowerment, and inclusive development programs – most recently through MAMPU and Peduli. It also builds on decades of work by Indonesian CSOs and social movements, including the women’s movement to advance GEDSI.

INKLUSI seeks to achieve two End-of-Program Outcomes:

1. Partner CSOs empower marginalised people in the areas of access to services and protection from violence, inclusive citizenship and participation, and economic recovery and livelihoods.

2. Partner CSOs, Government of Indonesia and other stakeholders collaborate to influence systemic changes in Government of Indonesia policy process, CSO enabling environment, and social norms and public discourse.

SUMMARY OF THE POSITION

Since 2022, INKLUSI has worked with 8 selected CSO (the Mitra INKLUSI) who work with more than 60 sub partners distributed in approximately 102 districts/municipality in 31 Provinces across Indonesia.

The consultant will be required:

1. To review several capacity assessment tools that have been selected by the partners and upgrade it to become more suitable for the partners.

2. To manage the introduction of several capacity assessment tools options to the other INKLUSI Partners and facilitate Partners to determine the most suitable capacity assessment tools and to develop the guideline / manual and facilitate the implementation of the selected capacity assessment tools.

SCOPE OF ASSIGNMENT

The detailed scope of the assignment, therefore, will include:

1. Review of several capacity assessment tools that are commonly used by several organizations, and particularly that are promoted to be utilized by INKLUSI Partners

2. Holding series of discussions to:

a. identify the lessons-learned in utilizing the existing capacity assessment tools as the basis for necessary revisions

b. discuss the needs of INKLUSI partners for revising the existing capacity assessment tools and/or the development of new appropriate tools

c. identify necessary revisions and/or framework for the new capacity assessment tools

d. finalize the revision of existing tools and/or the formulation of the new tools

e. introduce the the guideline/manual for facilitation processes to utilise the tool – processes to introduce them to INKLUSI partners and practicing it for refinement

3. Formulating new capacity assessment tools to be introduced and discussed with INKLUSI partners

4. Producing the guideline/manual to facilitate capacity assessment utilizing the existing and the new developed capacity assessment tools

5. Discussing follow-up actions to introduce the set of tools to INKLUSI partners

6. Organize and facilitate session with eight (8) INKLUSI Partners to introduce the capacity assessment tools and facilitate its selection by each of the partner. It is expected that each partner will send at least 4 representatives to the session in order to understand better about each of the tool before collectively, as an organization deciding which one to use.

JOB REQUIREMENTS

· Over 10 years of experience in utilizing certain organizational capacity assessment tools for CSOs. Although not limited to, familiarity with or an understanding of the Organizational Capacity and Performance Assessment Tool (OCPAT) and Organizational Mapping Tool (OMT) is preferable.

· More than 10 years of experience conducting capacity assessment to CSOs, producing the capacity assessment reports, and facilitating capacity development plan for CSOs. Preference for organizations familiar with the INKLUSI partners.

· Excellent facilitation skills in capacity development arena, that include organizing capacity assessment and capacity development sessions.

· Proof of experience in producing guidelines/manuals for capacity assessment and/or capacity development sessions.

· Excellent writing skills and facilitation skills in Bahasa Indonesian and ability to produce reports in English.

APPLICATION PROCESS

1. The proposal must include the following information:

a) Technical Proposal

· Description of methodology on how the organization will approach the services including roles and responsibilities of respective team members.

· Brief workplan and timeline for the project implementation

· Up to date organization’s profile together with CVs of related team members that illustrate relevant knowledge, skills, and experiences.

· The proposal should be based on this ToR but could be adapted as the applicant sees fit.

b) Financial Proposal

The financial proposal should describe the following:

· Level of effort and proposed daily rates of respective advisors/ consultants

· Management fee calculated from the total personnel fees

· Reimbursable costs required which relate to the required tools / system license, trainings, workshops, and related expenses.
