Job Description

1.1. Purpose of the feasibility study

Consultancy Services for conducting feasibility study of Khush Tepa Irrigation Scheme and Power Generation in Kunduz, Balkh, and Jawzjan Provinces of Afghanistan

AECOM International Development, Inc.’s Strengthening Watershed and Irrigation Management (SWIM) project invites qualified consulting firms to submit, a Technical Proposal (the “Proposal”) for consideration by SWIM (the “Client”), who will appoint a consultant or group of consultants (the “Consultant”) to carry out the technical and economic feasibility study (the “Study”) for the Khush Tepa Irrigation Scheme and Power Generation (KTISPG). The present TOR describes the tasks to be performed by the Consultant, and the expectations of the client. SWIM expects to receive a best-value proposal for this work funded by the U.S. Agency for International Development (USAID).

1.2. Scope of Work

1.2.1 General Background Information

AECOM International Inc. implements the USAID funded SWIM – Strengthening Watershed and Irrigation Management program, funded by USAID Afghanistan. SWIM is seeking qualified and experienced Consulting Firms to conduct feasibility study of Khush Tepa Irrigation Scheme and Power Generation in Kunduz, Balkh, and Jawzjan Provinces of Afghanistan.

1.2.2 Compliance

All work must be completed in strict compliance with the contract documents, USAID regulations and the Government of Afghanistan laws. Compliance with Environmental Mitigation requirements will also be required.

1.2.3 Project Site Location

The project site location is Kunduz, Balkh, and Jawzjan Provinces of Afghanistan.

However, the Offeror is expected to establish their main office at the Ministry of Agriculture, Irrigation and Livestock (MAIL).

1.2.4 Detailed Description of the Works

The subcontractor will be required to provide services for conducting the feasibility study of Khush Tepa Irrigation Scheme and Power Generation in Kunduz, Balkh, and Jawzjan Provinces of Afghanistan. Appendix A provides detail of the Terms of Reference for the current study.

1.2.5 Period of Performance

The Study shall be completed within a period of twelve (12) months, commencing from the date of receipt of the Notice to Proceed (NTP).

1.2.6 Quality Control

The Offeror is required to provide a detailed Quality Control Plan that addresses all tasks in the Terms of Reference.

1.2.7 Safety Requirements

The Subcontractor shall ensure that employees are supplied with proper safety equipment and follow procedures that protect Subcontractor employees. The Subcontractor shall establish a safety zone around the work areas and establish safety practices to prevent staff injuries. The Subcontractor shall be solely liable for any injury or damage to any staff and/or property during the course of the jobs. This includes all costs involved with such injury or damage.

The Subcontractor is also responsible to ensure all staff and laborers have access to adequate sanitation as is acceptable in the community. The Subcontractor shall sign a Safety Plan Acknowledgement Letter as part of the Awarded Contract that covers the life of the project.

1.2.8 Security Plan

SWIM, in coordination with the Subcontractor, shall arrange security at site to secure all operations, activities, assets and resources of the Subcontractor during period of performance of the study (both at MAIL office and in the field).

In particular, SWIM shall provide to the Subcontractor adequate administrative and security support to its field staff, according to AECOM safety and security standards. The Subcontractor shall ensure that its employees are paid on timely manner.

1.2.9 Delivery and Storage of Materials and Equipment

The Subcontractor shall be responsible for all materials transport, storage, and providing any necessary security containers, and Fence and protection from the weather. At the end of the project, the Subcontractor shall remove all debris created during the period of performance. The Subcontractor is responsible to control all theft and unauthorized use of materials and equipment on site
