Proposal Summary:

USAID/Honduras MESCLA 2.0 is an anticipated project that will serve as a follow-on to a current contract that supports the Mission and its partners with more strategic and results-oriented approaches to monitoring, evaluation and learning (MEL). MESCLA 2.0 will design and implement evaluations, studies and assessments by providing expert analysis. This project will provide USAID/Honduras with project and activity evaluation, performance monitoring, knowledge management, communications and performance management support services in alignment with the USAID’s Evaluation Policy and the Journey to Self-Reliance (J2SR). This is expected to be a five year project.

Position Summary:

The Research and Evaluation Specialist will be responsible for the coordination and implementation of research and evaluation protocols with appropriate methodologies and tools. They will collect and analyze research, consolidate findings and write reports and other dissemination materials based on results.

Responsibilities:

  • Assist the Mission and its partners and stakeholders to generate empirical data and foster learning and knowledge management through evaluations of USAID programs and activities.
  • Plan and conduct midterm and end-of-project evaluations for USAID, as well as other performance and impact evaluations, special studies, assessments and surveys as needed/requested.
  • Support the design of appropriate research and evaluation tools and modification of existing tools when needed.
  • Work collaboratively with the mission’s staff and IPs to provide fast, flexible, robust and rigorous evaluation services.
  • Build the capacity of local organizations in their evaluation methodologies.
  • Evaluate progress in achieving USAID-project goals and objectives in accordance with the partner’s implementing mechanism.
  • Utilize participatory approaches in conducting evaluations, involving implementing partners and stakeholders throughout the process, as appropriate.
  • Prepare reports and dissemination materials based on research and evaluation findings that communicate program impact, results and lessons learned.

Qualifications:

  • Minimum of five (5) years of experience conducting research and evaluations.
  • Bachelor’s degree in international development, public policy, social science, economics or a related field. Master’s degree preferred.
  • Demonstrated qualitative and quantitative skills.
  • Familiarity with experimental or quasi-experimental designs.
  • Familiarity using participatory approaches in conducting evaluations.
  • Familiarity with evaluating or researching youth and gender a plus.
  • Excellent facilitation, training, and mentoring skills in research and evaluation.
  • Proven ability to manage, set realistic priorities and plan for the successful implementation of research and evaluation.
  • Strong written and oral communication skills, including presentations and preparations of written reports.
  • Familiarity with international development projects. USAID experience preferred.
  • English language fluency required and Spanish proficiency preferred.
