Job Description
IMPAQ International (IMPAQ) is seeking a long-term Research and Learning Manager for an anticipated USAID Food for Peace (FFP)-funded Title II program in Uganda. The project will work to enable vulnerable households in Uganda to decrease food insecurity, improve nutrition and achieve sustainable livelihood security.
The Research and Learning Manager, in conjunction with the M&E team, will be responsible for the design, implementation and technical quality of monitoring, evaluation, knowledge management, and research and learning activities on the project. Recruitment is contingent upon successful award of the project and the selection of final applicant is subject to USAID approval.
Responsibilities:
- Contribute to the design and implementation of the project’s research activities, including operations research, performance evaluations, impact evaluations and special studies. Lead efforts to identify key research questions and develop studies that test innovative strategies for addressing improving the quality and uptake of key services by targeted populations;
- Lead a robust learning agenda, designing and implementing mechanisms for continuous learning, collaboration, and adaptation for project staff, partners, donors, host country government counterparts and other stakeholders;
- Oversee the dissemination of information on successful and promising approaches, lessons learned and other program results to local, national and regional-level intergovernmental bodies, donors, partners and other stakeholders. Promote forums which facilitate collaboration, learning and action as a result of this information among these actors;
- Oversee impact analysis in the areas of nutrition, finance and investment, enterprise development, and agricultural productivity;
- Build capacity of staff, implementing partners, government counterparts, and other stakeholders in program monitoring and evaluation, data collection and management, and research and learning methods;
- Prepare and conduct trainings on monitoring and evaluation topics for staff and project clients
- Lead the update and submission of the Indicators Performance Tracking Table (IPTT), including baseline targets calculation, targets setting and revision, and progress measurement;
- Coordinate M&E activities with local and international partners, including annual surveys, case studies, stakeholder workshop to refine approaches.
Qualifications:
- At least a Master’s Degree in quantitative research, statistics or other area clearly relevant to data analysis and impact analysis preferred;
- 5-7 years’ experience in international monitoring, evaluation, learning, knowledge management, and research efforts for large USAID-funded programs;
- Proven track record of work monitoring and evaluation, data quality assessments, data validation, data audits, data collection, with particular focus on supervising and monitoring data collection activities;
- Strong skills using MS Excel Word, PowerPoint and Access, and at least one data management software program (SAS, STATA, and SPSS) and experience training others in its use is highly desirable;
- Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies;
- Demonstrated expertise and experience in developing and operationalizing routine monitoring system designed to track both output and outcome indicators;
- Strong quantitative background and demonstrated expertise in designing annual monitoring surveys including probabilistic sampling strategy and estimating sample size, developing appropriate weights, and analyze quantitative data;
- Demonstrated expertise in designing qualitative studies, in-depth knowledge about qualitative sampling, and experienced in using interview and interactive tools to generate qualitative information and analysis;
- Prior experience with USAID FFP Title II programs is a plus, including strong conceptual knowledge about theories of change, logic model, food and nutrition security indicators, M&E plan, data quality assurance, data utilization, and gender integration into M&E;
- Excellent English writing and speaking (S/4 and R/4 levels at least) as well as presentation skills. Excellent organizational and administrative skills and ability to multitasks under tight time constraints/deadlines;
- Deep familiarity with Uganda, with specific geographic and cultural context of Eastern Uganda.
