Job Description

Responsibility within the Project Team

  • The resident engineer/ long-term expert will be responsible for the supervision of road rehabilitation and associated civil works contracts. He will work closely with and report to the team leader. The RE will manage the national supervision team, consisting of 4-6 Site supervisors. The RE will be assisted by a national materials specialist and a community liaison officer and can draw on part time support in structural engineering, geotechnical assessments and surveying.
  • Regarding design and other technical issues, the RE will also work closely with other experts in the team incl. the technical director, as well as the staff of the local firm.
  • The RE will cooperate with district staff of the Department of Rural Road Development (DRRD) of the Ministry of Construction

Scope of Work

  • The Resident Engineer’s scope of work comprises the execution, management and supervision of all tasks as stated in the Terms of Reference and the Consultant’s Technical Proposal.
  • The RE reports to the Project Team Leader (designated in the contract as the Engineer in Charge), and keeps him informed of relevant contractual matters and seeks approvals from the Engineer and the Client as per the agreed delegation of powers.
  • The RE has to draw special attention to the civil works quality assurance issues, including following the design, specifications and drawings, as well as to keeping timely construction schedules, and to adequate quantity calculation and verification. This will be done by his direct own supervision activities but also through making sure that the national supervision team members understand their duties and carry out the duties diligently.

Detailed Tasks Assigned

  • Manage, supervise and administer all civil works contracts, incl. progress monitoring;
  • Supervise the works with proper allocation of responsibilities to the individual national supervisors and monitor, train and coach their work to ensure effective execution;
  • Ensure that all design requirements are met to acceptable standards, ascertain quality, and certify and approve stages of construction;
  • Verify drawings, specifications & work schedules process measured work, as well as Contractors’ claims, approve works and recommend for payments;
  • Liaise with appropriate authorities ensuring all affected utility services are promptly relocated;
  • Approve materials to be used in construction;
  • Ensure Works are executed in accordance with all provisions of the Contracts;
  • Ensure that environmental and social management and that the contractor has his own OHS plan in place and applied;
  • Deliver reports that document compliance/ non-compliance with relevant Myanmar legislation, regulations and permits and related key performance indicators;
  • Maintain full & detailed permanent site records;
  • Ensure local population is properly informed and involved in the work, through PDRD representatives, and commune and village chiefs;
  • Conduct training duties (formal and on-the-job training) as per the training component plan;
  • Is expected to make regular inspection visits to the project sites. This is expected to comprise at least 50% of the work time.
Qualifications
  • At least a BSc degree in civil engineering or equivalent;
  • Minimum of 15 years practical experience in civil works contract supervision of improvement or new construction of (engineered rural) sealed roads.
  • Must be familiar with at least one of the following contract formats: FIDIC pink/ red book, World Bank small works, ADB minor works;
  • In-depth knowledge and experience in quality control of DBST sealing and concrete pavement
  • Experienced in supervision and quality control of construction of concrete bridges and water crossing structures;
  • Experience in and ability to transfer knowledge to co-workers and staff;
  • Willingness to guide, mentor and support contractor staff and his own supervision team;
  • Fit and willing to work in a physically demanding work and living environment.
