Background / General description The World Bank has been active in Malawi since 1966. As of March 2007, total lending to Malawi from World Bank amounted to US$ 2.5 billion. The World Bank is currently supporting a number of projects in the economic and social sectors aimed at (i) addressing the the problem of HIV, (ii) supporting agricultural reform, and (iii) improving the delivery of health and education services.
The office is currently recruiting a Resource Management Analyst for an initial period of 2 years to provide effective day to day administration of the office, including oversight of the accounting function in the office. ]
Position: The Resource Management Analyst is part of the management team in the World Bank Country Office in Malawi. S/he supervises the staff and functions of the Administration Unit, which is responsible, among other things, for accounting, finance, office technology, human resource management, and logistical support for visiting missions. The position is a very visible position in the office and involves a high degree of interaction with staff, sometimes in trouble shooting and firefighting roles.
For day-to-day assignments and responsibilities, the Resource Management Analyst supports the World Bank Country Manager posted in Malawi. The Resource Management Analyst works independently and with little supervision by the Country Manager, and is supported by an accountant and administrative assistant
The technical affiliation for the Resource Management Analyst within the World Bank is the Resource Management Family and s/he is mapped to the Africa Region’s Resource Management Team (AFTRM). The Manager of AFTRM is located in Washington DC and is responsible for technical and professional development and performance evaluation of the Resource Management Analyst.
The Resource Management Analyst will be based in the Bank’s office in Lilongwe, Malawi.
Duties and Accountabilities Financial Accounting and Reporting: __ •The Resource Management Analyst manages the financial reporting and accounting systems for the country office, which includes approving and processing of accounting transactions, preparing statutory and other financial reports, providing guidance on Bank financial reports and administrative policies and procedures in administrative expense related subject areas. Accountability:__ •The Resource Management Analyst maintains internal controls over the country office’s financial transactions and business operations, including by reviewing the effectiveness of the internal control systems and monitoring compliance.
Programming, Planning, Budgeting, and Monitoring Cost Effectiveness: •The Resource Management Analyst administers the country office policies and procedures, including providing guidance and advice, and recommends solutions in the area of resource management. •The Resource Management Analyst takes the lead in coordinating and integrating inputs from various work units to assist in the formulation of resource allocation by work program, or business processes in the office. •The Resource Management Analyst monitors and analyzes costs, and defines and measures work program efficiency and effectiveness parameters. •The Resource Management Analyst provides information and analysis on a periodic basis and/or upon request to Resource Management staff in Washington DC.
Human Resources: •The Resource Management Analyst manages the day-to-day human resource activities in the country office such as recruitment, salary and benefits administration, training activities, and professional development of locally recruited staff. •The Resource Management Analyst manages the relocation and logistical support to internationally recruited staff posted to the country office. This includes negotiation of housing and office space leases and related facilities, provision of logistical support in the context of staff relocation, transport management, and information technology. •The Resource Management Analyst coordinates medical evacuations, security arrangements and emergency matters. This requires liaison with UN agencies and foreign consulates on security, passport and visa matters.
Other Office Administration: •The Resource Management Analyst manages the procurement and maintenance of supplies, equipment, vehicles, and office/residence furniture, and liaises with HQ as necessary
Selection Criteria •Academic Training: Minimum BA Degree in a relevant area (e.g. Finance, Accounting, Business, Economics, etc.). Candidates with a relevant Masters Degree, MBA, or recognized accounting qualification will be preferred.
•Work Experience: Minimum of 3 years work experience as accountant/administrator required. Candidates whose experience includes administration or finance roles within a subsidiary/office of a multinational or international organization will be preferred.
•Technical Proficiency: Understanding and knowledge of business planning, work programming, budgeting and financial management. Proven strong conceptual, analytical and evaluative skills. Sound knowledge of information management and communications technology.
•Communication and Team Skills: High level of personal and professional integrity. Strong Supervisory skills and ability to function well in a multi-cultural environment. Results-oriented personality with proven problem-solving skills. Strong communication skills with ability to prepare, present and discuss findings in written and oral form. Effective skills as an interlocutor in handling and facilitating client and inter-unit business relationships. Ability to function effectively in multi-disciplinary teams within a matrix management environment.
