Field of activity

Commissioned by the European Commission, the overall objective of the

African Peace Facility - APF technical assistance project -

is to provide the African Union Commission - AUC and Regional Organisations - RECs/RMs with high-quality and timely external expertise for facilitating the implementation of programs related to the Action Plan for the Peace & Security Partnership of the Joint Africa - EU Strategy, with a particular focus on the operationalization of the African Peace and Security Architecture (APSA).

The APF expert pool provides technical assistance to partners of the African Peace Facility on the African continent, by mainly supporting African Peace and Security Partnership - APSA institutions with high-quality and timely external expertise for facilitating the implementation of programmes related to the Action Plan for the Peace & Security Partnership of the Joint Africa - EU Strategy.

Your tasks

The Result Based Management Expert will focus on developing a results´ based strategy for all activities and events related to or affecting the implementation of APF funded programmes including the support to RECs and RMs.

In a first stage, the expert will support the implementation of the AUC RBM APF action plan and in a second stage the expert will support the AUC to expand this approach to all PSD activities.

The expert on RBM will focus on assessing and integrating key concepts and relevant project management tools. The expert will analyse the results-chain, indicators and the performance measurement framework.

Your profile

• University Advanced degree in a relevant field;

• Extensive and relevant experience minimum 10-15 years in programme design, implementation and evaluation as well as institutional capacity building; including, review of results frameworks /log frames, and work planning methods.

• Well-versed in project management and results oriented monitoring techniques;

• Experience working in a complex, multi-funded environment with capacity building projects;

• Project evaluation and/or management experience related to peace and security in Africa;

• Good reporting and communication capability;

• Advanced language skills in English and French.

Desirable:

• Robust, result oriented personality with solid experience from working with multicultural and multiprofessional team;

• Keen sense of diplomacy and cultural sensitivity;

• Experience in managing EDF financed programmes clear advantage, in particular in African countries;

• Previous experience with international organizations, preferably AUC;

Assignment period

The assignment is expected to start as soon as possible and to run until January 2016.
