The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance (MEF) has received a Multi-Donor Trust Fund Grant No. TF054547 and Grant No. H241-KH from the International Development Association (IDA) towards the costs of the Public Financial Management Reform Program (PFMRP) and Public Financial Management and Accountability Project (PFMAP).
The Royal Government of Cambodia represented by the Ministry of Economy and Finance has appointed Crown Agents as Procurement Agents for selected World Bank funded projects in Cambodia.
The Ministry of Economy and Finance, Reform Committee Secretariat (RCS) as the implementing agency for PFMRP and PFMAP intends to use part of the proceeds of the grants for the services of a Revenue Policy Advisor. The Advisor will assist the MEF to make better use of the taxable capacity of Cambodia as the economy expands, through improvements in tax policy and implementation.
The services will be on a “call-down” basis for up to a maximum of 90 days within a twelve (12) month period from the commencement of the assignment, with the possibility of extension up to a further 2 years, subject to need and satisfactory performance. The Advisor shall, among other tasks, support line ministries and other budget entities in developing work plans and provide implementation support for procedural and institutional changes. Specifically the Advisor will assist the MEF to refine and implement medium term revenue policy, develop and implement mechanisms for transparent management of revenue flows including EITI, continued improvement of customs, tax and non-tax revenue policies and administration.
The successful Individual Consultant shall have the following qualifications and experience:
- Experience of revenue policy analysis, option appraisal and taxation law
- Masters degree in economics, public financial management or equivalent
- Practical experience of policy development and implementation in the public sector
- Experience of use of revenue policy frameworks to guide the deepening of taxation systems and implementation of tax developments
- Strong communication and inter-personal skills, with ability to mentor staff
- Strong presentational skills, experience in change management, and professional skills training in a practical environment
Acting on behalf of the Public Financial Management Reform Program and the Public Financial Management and Accountability Project, Crown Agents invites expressions of interest from qualified and experienced national individual consultants to undertake the above-mentioned services. The consultant shall be selected in accordance with the procedures set out in Section V, Selection of Individual Consultants under the World Bank’s Guidelines: , published in May 2004, revised in October 2006.
Interested individual consultants in submitting their expressions of interest must provide copy of their updated curriculum vitae, indicating personal and technical skills, academic qualifications, experience in similar assignments, and names of at least three (3) referees with contact information (e-mail address, telephone or fax numbers).
