DESCRIPTION OF THE ASSIGNMENT

These terms of reference (ToR) entails a review of the National LED Framework of South Africa. The evaluation should be structured along the nine policy evaluation criteria described below. It is important to note that this evaluation should focus particularly on how the framework impacted municipalities in terms of their design, development and implementation of LED programmes and projects in their municipalities. Emphasis should be placed on the impact that the policy will have to meet the overall objectives, strategies and challenges faced by municipalities in implementation of LED projects.

OBJECTIVE

The overall objective of the evaluation is to assess the impact of the National LED Policy Framework launched by DCoG in 2006 and how successful municipalities have been in implementing it in terms of the South African Government’s strategic goals of economic growth and poverty reduction.

The assessment, and recommendations emanating from it, will inform the next steps regarding the framework. Recommendations will be implemented during the 2011/12 financial year, to ensure that a new approach is in place by the end of term of the current framework.

Results to be achieved by the Consultant

The main result to be achieved is to determine whether the policy guidelines for implementing LED as the “principal tool” has had a significant impact on tackling the main challenges currently facing South Africa such as high levels of unemployment and poverty and addressing local needs and contribute to national development objectives such as economic growth and poverty reduction.

More specifically, the following results will be achieved:

A critical assessment of the National LED Policy Framework Guidelines;

A review of the implementation, and impact thereof, of these Policy Guidelines at provincial- and local government levels;

Clear conclusions on successful and less successful components of the policy framework’s implementation and key lessons learnt, and

Recommendations on improvements to the framework/consideration of any other principal tool that will increase the positive impact of its implementation in future;

Recommendations with regards to the alignment of the framework guidelines with current strategies, policies and strategic frameworks that will influence LED implementation in future.

EXPERTS PROFILE

It is anticipated that the consultants will work closely together with the management of the IEDP, who will need to agree to the outputs of the service provider. However, the service provider will take the lead role in all components of the assignment and will have the final responsibility to deliver the activities, events and documents required.

The following team is required:

One (1) Team Leader (Senior Level) – Economic Policy Development and Evaluation Expert for 45 working days.

One (1) Expert (Senior Level) – LED Expert for 45 working days.

Expert Qualifications / Experience

Both experts will have as a minimum requirement:

Education at least to Masters Degree academic level in the following fields: economics, business economics, development economics, public administration, business administration, development studies, planning, or a field considered relevant to this assignment. Alternatively, a Bachelors Degree or recognised post-school qualification with relevant professional experience of 10 years in addition to the general professional experience will be required.

At least 10 years’ general experience in sector(s) directly related to the assignment.

Expertise in the field of government-wide (or public sector) monitoring-, evaluation- and review systems. Knowledge of the systems used in South Africa will be an asset;

Development expertise, including knowledge of development priorities and challenges, especially related to local economic development, territorial development and community economic development. Knowledge of poverty reduction policies and LED practices, strategies and programmes specific to South Africa will be an asset.

Skills / Knowledge-Base

Additionally, the experts will have the following expertise:

Policy- and/or academic research and review experience. Research expertise in the LED field will be preferable;

Fluency in spoken and written English, particularly in writing clearly on complex issues;

Research experience in South Africa will be an asset.

DURATION

The intended commencement date is 6 October 2010 and the execution period for the contract will be 45 working days per experts, over a period of 65 calendar days (travel days included). The mission should be successfully completed by no later than 17 December 2010.

The assignment will take place in Pretoria, South Africa

Working Language

All reports should be drafted in English.
