You are invited to submit a technical and financial proposal in response to Resonance, on behalf of the USAID/PepsiCo Global Development Alliance “Investing in Women to Strengthen Supply Chains”, which will be referred to as “The GDA” in this solicitation. RFP “GDA_Core_2024_1091.001”, Empower Worker Field Days support in Pakistan. All related correspondence for this proposal should be sent to: pepsicogda@resonanceglobal.com
The GDA is a 5-year partnership between PepsiCo and USAID that was launched in 2020. The GDA aims to strengthen women’s agricultural skills and access to resources within PepsiCo’s supply chains to demonstrate the value of women’s contributions to core business and impact goals. A central objective is to ensure that women – as farmers or workers – benefit from being directly or indirectly involved within PepsiCo’s supply chains while also being empowered within their households and communities. Together, the partners are providing evidence-based models, new on-farm approaches, and data and insights to make a practical and compelling business case for scaling investments in Women’s Economic Empowerment (WEE) within PepsiCo and other global companies. Focus countries for the partnership include Colombia, India, Pakistan, Peru, and Vietnam.
The GDA is implemented by Resonance (https://resonanceglobal.com/), an award-winning frontier market solutions firm based in Burlington, Vermont that helps a variety of donor, commercial and investor clients around the world to catalyze lasting impact.

Please note the following standard procedures related to Resonance procurement processes:❑ Resonance intends to issue a Service Agreement for this work.
❑ Costs incurred by respondents for the preparation of a proposal and the negotiation of contract are not reimbursable.

This RFP does not obligate Resonance to execute a contract, nor does it commit Resonance to pay any costs incurred in the preparation and submission of the proposals.
APPENDIX A
Scope of Work for RFP ID No: GDA_Core_2024_1091.001Empower Worker Field Days in Pakistan
The Investing in Women to Strengthen Supply Chains project is a five-year global development alliance (GDA) between USAID and PepsiCo that aims to make the business case for women’s economic empowerment, by demonstrating that investments in women deliver better business results for companies and the farming communities that supply them. In Pakistan, the GDA has established multiple Gender Smart Farm (GSFs) in partnership with PepsiCo suppliers in Punjab; 2 farms in Kasur, 2 farms in Depalpur, 1 farm in Pakpattan and 1 farm in Multan.
Through these partnerships, the GDA and PepsiCo agro-teams are supporting farmers to upgrade farm management and labor management practices to create a stronger enabling environment for gender equality, building the capacity of the labor force on key agronomic, regenerative agriculture, and women’s economic empowerment aspects.
Evidence shows that most female workers in our GSF areas do not have access to national identity cards or adequate health care. Accordingly, the project in collaboration with its farmers is striving to enhance access of the farm workforce to these basic services to optimize their potential in the farm workforce.
Through this RFP, the GDA seeks services of a service provider to support delivery of field days on each GSF in Punjab (a total of six field days). Each field day is expected to last up to one day, and will provide both National Identity cards services and basic healthcare consultations to workers and community members of GSFs. The service provider will ensure there are at least 500 participants in each field day. Number of field days by region may vary. Field days will be conducted in Kasur, Depalpur, Pakpattan and Multan. Bidders are requested to submit technical and financial proposals per Field day as per the following scope.
Prior to each field day, the service provider will ensure the following preparation work is completed to safeguard successful delivery of services and community attendance. Specific tasks include the following:
1. Farm and Community Coordination○ Work in coordination with local implementing partners to establish a clear plan for event logistics including where the services will be provided, including seating, shade, and drinking water (only PepsiCo brands are allowed), privacy for health screenings, tables to fill out any paperwork, writing utensils, and any technical requirements for a presentation or training.
○ Ensure effective communication of the field day date, time, venue, and activities to target participants including Gender Smart Farm laborers, their families, and local community stakeholders. Communication approach should be explicitly gender-sensitive to ensure that women receive information about field days.
○ Target participation at each field day is at least 500 people receiving services.
2. NADRA Services Coordination○ NADRA provides services to rural communities. The service provider should coordinate with NADRA well in advance of the worker field day to ensure that NADRA workers will be present and able to support participants to get Computerized National Identity Card (CNICs), birth certificates, and other identification materials.
○ Work with NADRA to build the capacity of workers and community members about the benefits of having a CNIC and how to access those benefits.
3. Health Services Coordination○ The service provider should coordinate with district health authorities to provide basic health services to field day participants and the community including medical personnel and supplies for primary care check ups and over-the-counter medications. .
○ The service provider should set up the venue, provide logistics and troubleshooting support to ensure that the health services activity is successful.
During each field day, the service provider will ensure the following activities are implemented.

Arrange health camps for at least 500 beneficiaries per farm location with the following:

-Medicines: Only over-the-counter medicines, with prescriptions for other medicines or referral to hospitals/ specialized clinics where relevant
-Coordinate with PepsiCo regional teams and farmers for venue setup and providing all logistics including play area for children, clean drinking water, waiting area and consultation booths in the venue.

Arrange NADRA vans per each farm to provide eligible workers and their children with CNICs, birth certificates and related identification materials.
The service provider will coordinate with NADRA for arranging the van on the agreed dates and will be responsible for the related logistics, venue setup and team support for facilitating community in relevant documentation and/or translation on need basis.

Mobilize communities to ensure presence of at least 500 beneficiaries (estimated at 200 families) on the event day to avail service of the health camp and NADRA registration
The service provider is responsible to collect and submit participant attendance sheets and other proof of deliveries as required by Resonance.
Bidders are invited to respond to the entirety or a portion of the Scope of Work by region. Preference is given to bidders who provide competitive proposals for the entirety of the Scope of Work.
Appendix B
Proposal Requirements for RFP No:GDA_Core_2024_1091.001 Empower Worker Field Days
Please submit a short proposal for the work to:
1. Demonstrate organizational capacity/ experience to implement the scope of work from an operational/administrative and technical perspective.
2. Estimated financial cost for each component of the scope inclusive of key implementation steps.
The work will be delivered between August and October 2024. Bidders can submit proposals for all three activities at one or all three locations. Bidders can submit proposals for one or all three activities areas. The RFP is open to registered Pakistani organizations including not-for-profit or for-profit organization, including NGOs, private limited companies, partnerships and sole proprietors.
Application process and timelines:1. Interested organizations should submit technical and financial proposal by 7th June, 2024. The proposal should be valid for 6 months from the date of submission.
2. Questions on the scope of work and application process can be emailed to pepsicogda@resonanceglobal.com by 31st May, 2024 . If there is sufficient interest, a pre-bid call will be held on the 3rd June, 2024 to provide clarifications to relevant parties. Please drop an email to register your interest.

Required Certifications for GDA_Core_2024_1091.001 Empower Worker Field Days in Pakistan
This page must be signed by Offeror and returned with the proposal.
Any subcontract issued as a result of the Request for Proposal will incorporate by reference the FAR and AIDAR clauses listed below with the same force and effect as if they were given in full text. The full text of the FAR clauses can be found at www.acquisition.gov and the AIDAR clauses can be found at http://www.usaid.gov/policy/ads/300/aidar.pdf.
Executive Order on the Financing of Terrorism. Executive orders and US law prohibit transactions and the provision of resources and support to individuals and organizations associated with terrorism. It is the Bidder’s legal responsibility to ensure compliance with these Executive Orders and laws. Any violation of these Executive Orders and laws may result in immediate disqualification by Resonance.
Disqualification and Suspension. The Offeror certifies that neither it nor its directors are debarred, suspended, proposed for debarment, declared ineligible, or voluntarily debarred from participation in this transaction by any U.S. federal department or agency. Any change in debarment status or suspension of bidder during performance of this agreement must be reported immediately to Resonance and may result in immediate disqualification by Resonance.
