Job Description

The purpose of the Jordan Monitoring Evaluation and Learning Activity (MELA) is to assist USAID/Jordan to create a dynamic learning environment among development actors that is focused on innovation, quality, and knowledge sharing. MELA will build the capacity of local MEL institutions and learn from our experiences to inform future efforts. To build capacity among Jordanian firms, we will adopt the “Learn by Doing” approach. The approach will achieve two objectives: 1) provide USAID with high-quality MEL services across its portfolio, and 2) ensure activity programs meaningfully incorporate local participation to advance the local MEL community.

Jordan MELA is seeking a Subject Matter Expert (Risk Capital Specialist) for an external mid-term performance evaluation of the USAID/Jordan Beyond Capital Activity, a six year Cooperative Agreement with Hi3, with a total value of $10,000,000 covering the performance period of January 2016-December 2022.

Beyond Capital was created to fill gaps seen in the growth cycle of Jordanian startups. Silicon Badia and Endeavor-Jordan found that Jordanian companies had little support in growing from the seed or accelerator stage to the scale up and series A stages. The key challenges in supporting these entrepreneurial ventures stem from an underdeveloped investment infrastructure, lack of training of fund managers and angel investors, and lack of support and mentorship for entrepreneurs at initial stages of operation. To address each gap, Beyond Capital designed a 3-pillared approach consisting of Startup Support, Angel Investor Support, and Finance Entrepreneur Support. As a result of its innovative model, Beyond Capital is helping to build high growth ventures, accelerate job creation, advance and develop the investment ecosystem and encourage increased equity investment in early and growth stage businesses in Jordan.

The objective of this evaluation is to provide USAID with findings and strategic recommendations based on the last three years of Beyond Capital implementation (2016 - 2020). The evaluation results will help inform Beyond Capital and the USAID team on the best practices and approaches, lessons learned and any implementation adaptation that needs to be implemented during the remainder of the program to enhance performance. Also, the evaluation results will inform USAID’s design and implementation decisions for similar future programming.


The Subject Matter Expert (SME) will serve as principal technical expert for the evaluation team and provide expertise in venture capital investing, start-up businesses, private capital markets, private entrepreneurship etc. S/He will be the lead analyst for assuring all qualitative and quantitative data analysis are conducted with quality to answer the questions posed by the evaluation and to provide recommendations to the Mission on project implementation. Participate in the drafting of a final evaluation report. Provide recommendations to future designs and implementation to support targeted businesses to grow and scale up. S/He will participate in planning and briefing meetings.

Minimum Requirements:

  • At least 10 years experience in small and medium enterprise financing, risk capital management, private entrepreneurship and venture capital financial management projects with USAID project experience preferred
  • Experience in providing technical services, business consulting
  • Experience with risk capital including venture capital and angel investors, creating deal flows for companies, and the entrepreneurial ecosystem in Jordan.
  • Experience with private sector investment in Jordan
  • Excellent interpersonal and writing skills
  • Proficiency in written and spoken English and Arabic
  • Able to analyze both qualitative and quantitative data
  • Strong presentation skills
  • An MBA or related graduate degree
