Description
Liaise with DAB Governor and Risk Management Directorate (RMD) management to understand priorities and agree on first steps. Together with RMD staff, visit selected banks to understand their existing risk management regimes. Provide training orientation to RMD and FSD staff on the philosophy and mechanics of risk management examinations, so that they may participate fully in the subsequent drafting and testing of procedures. Prepare a memorandum of recommendations clearly differentiating the roles of RMD and FSD on bank examinations and follow-up. Together with RMD staff, draft procedures and questionnaires for risk management examinations. Together with RMD staff, test the draft procedures on two bank examinations and revise as needed. Prepare a memorandum of recommendations on which building blocks of Basel II compliance are useful risk management tools in their own right. Together with RMD, FSD, and General Counsel’s Office (GCO), draft a regulation spelling out DAB’s expectations of the banks in risk management. Ensure that the draft regulation is placed on the DAB website for public comment. Conduct a roundtable on the draft regulation with the Afghanistan Banks Association (ABA). After the public comment period is over, assist RMD, FSD, and GCO in revising draft regulation based on input received. Prepare RMD staff for presenting draft regulation for Supreme Council approval. Assist RMD staff in holding initial discussions with individual General Directors to begin the identification of operational risk within their units.
