Job Description

Qualifications:

  • Domain and practical experience working with trade regulating agencies and Customs on risk management systems.
  • Experience designing, developing and implementing complex, multi-system solutions in related to customs and other trade regulatory bodies with specific experience of designing and developing risk management IT systems.
  • Experiences and references related to customs data analysis in support of strategy development and risk frameworks.
  • Experience of integrated risk management review, design and operations in NSW environment will be considered an asset.
  • Experience and reference related to developing compliance programs for management of customs and trade risk.
  • 10 years’ relevant prior experience.
  • Relevant degrees from a recognized university preferably in Computer Science, Information Technology, Customs Administration, Trade Law, Business Management, Operations Management, or IT Management and or experience working as Customs/Revenue officers.
  • Proposed individuals of the firm must have strong written and verbal skills in English.
  • Experience with customs and trade regulations, promulgation with a particular emphasis on international obligations (e.g., WTO).
  • Demonstrable ability to meet tight deadlines.
  • Consultant will be required to spend considerable time in Pakistan working directly with the PMO and OGA’s and will be required to travel within Pakistan.

Tasks:

  • Conduct orientation sessions with the OGAs and Customs on risk management, risk assessment techniques, risk management tools and strategies during the course of this consultancy.
  • Building on the findings of the ‘environmental scan’, conduct a capability based gap analysis of the existing risk management approach including policies, procedures, and relevant laws benchmarking them against international best practices recommended by WCO, WTO, World Health Organization (WHO), International Plant Protection Convention (IPPC), OIE, and other international bodies to which Pakistan is a signatory;
  • Develop an appropriate integrated risk assessment/management framework compatible with the NSW environment incorporating a dynamic information and intelligence database based on best practices;
  • Develop risk-based selectivity criteria for clearance of goods (import/export/transit) that include key risk indicators (at the Manifest and Goods Declaration stage), levels and frequency of sampling for testing different categories of goods, delegation of authority, target percentage selection for physical examination, and rules for documentary examination in consultation with the OGAs and relevant stakeholders;
  • Present recommendations to the Risk Management Working Group for its feedback and recommendations;
  • Review and compare various options for implementing IRMS in NSW (inhouse development/procurement/customization etc.) supported by case studies from other countries that have developed/implemented IRMS in the NSW and conduct a market assessment of available risk management solutions;
  • Propose Risk Governance model for the supervision and management of the integrated RMS in NSW (including National Targeting Center or its variant e.g. National Selectivity Management Center etc.);
  • Propose mechanism for risk feedback to improve RMS in a sustained manner;
  • Conduct orientation sessions with the OGAs and Customs on risk management, risk assessment techniques, risk management tools and strategies during the course of this consultancy
