Position: Road Safety Advisor

Duration: 2 years Full Time basis

Qualification and Experience:

Minimum Qualification of Graduate in Engineering and should have 15 Years of work experience out of which 8 years of exclusive international experience on Road Safety policy and strategy development and implementation either as a Road agency staff or consultant.

Position: Traffic Engineer / Road safety Specialist

Duration:2 years Full Time basis

Qualification and Experience:

Graduate / Post Graduate in Traffic Engineering with at least 10 years of experience as a Traffic Engineer and have managed the road safety issues and/or established traffic management and road safety units.

Task assigned:

  • Accident analysis using accident analysis system
  • Preparing traffic management plans and accident black spot improvement programmes
  • Developing / Implementing low cost road safety improvement programmes
  • Establishment / training of Traffic Management and Road Safety Unit to oversee all traffic management and road safety activities and to advise on such issues
  • Practical training (via demonstration schemes) of Road Safety Cell(RSC) staff and development / implementation of road safety and traffic management infrastructure improvement programmes;
  • Review of current design standards and development of safety audit and access control procedures;
  • Advice/assistance as needed to develop the RSC and in particular to provide general advice on safety aspects and benefits /disbenefits of,
    • Vehicle roadworthiness testing
    • Driver training / Testing
    • Children traffic education
    • Road safety publicity campaigns
  • Advice/assistance to the Police to improve enforcement activity and tactics

Position: Accident Data System Specialist

Duration: 2 years Full Time basis

Qualification and Experience:

The consultant must have a degree in a relevant subject and at least 10 years experience in establishing computer based accident data systems. The consultant must be fully familiar with the TRL MAAP system and have a proven record of having adapted and installed it previously in developing countries and of having trained accident data units in operating all aspects of the system.

Task assigned:

  • Development of an accident report form and coding framework to meet the needs;
  • Adaptation of the various MAAP computer programs to suit the agreed report form;
  • Supervision of back coding of some aspects of accident reports;
  • Installation of the MAAP system onto computers at the RSC
  • Train staff on data checking, coding, data entry, editing, storage, updating and quality/accuracy control procedures;
  • Train officers and RSC staff in data analysis and manipulation;
  • Produce user manuals and coding manuals as sources of reference;
  • Set up satellite systems for access to accident data in RSC; and
  • Review and adjust the system on the basis of early experience, including additional training as may be required.

Position: Road Safety Coordination, Publicity and Education Adviser

Duration: 2 years Full Time basis

Qualification and Experience:

Graduate with road safety knowledge with at least 10 years experience in road safety publicity, education and training. The adviser will have broad experience of road safety management and coordination, preferably in Connection with a Road Safety Council. Should have experience in areas relevant to road safety campaigns, primary school road safety education curricula and education and publicity resources development and delivery. An important criterion will be a proven track record demonstrating previous experience in developing road safety campaigns and resources.

Task assigned:

  • Advise and support the RSC with its coordination duties and the further development and implementation of the Road Safety Action Plan;
  • Assist the RSC to prepare and implement road safety campaigns, and to train RSC officers in these tasks to provide a basis for continued activity in the future;
  • Review available road safety education programmes and material, the level of road safety awareness in school age children and road safety statistics and so develop and recommend an overall strategy for road safety education, identify priorities for education by subject and age group
  • Assist the Ministry of Education to develop road safety education programmes and materials for primary schools in line with the adopted strategy.

Location: Delhi / Lucknow

Duration: Two years (Full time)
