TA: Decentralized Rural Infrastructure and Livelihood Project II project preparation

As Team Leader, the specialist will be responsible for (i) overall direction of the TA team, coordination of inputs and management of individual specialists; (ii) management of the
relationship with the government and the technical and steering committee set up under the project, the implementing agencies and associated agencies of the district governments and other stakeholders; and (iii) timely preparation and final quality control of all TA outputs, and in
association with the government, preparation of a refined project design including sub-project selection criteria and core subproject appraisal reports, detail design and tender documents, implementing and financing arrangements, coordination mechanisms and monitoring and
evaluation framework; (iv) timely delivery of a detailed feasibility study report in a format suitable for further ADB loan processing, detailing the rationale, lessons learned, objectives, scope, and cost of the proposed second DRILP, including the refined project design and monitoring
framework, financing and investment plan, implementation plan, capacity building and institutional strengthening, implementation arrangements, economic viability of selected
components, financial sustainability, possible legal issues, and areas of policy dialogue as well as an assessment of all risks associated with the proposed project and appropriate ways of mitigating such risks.
As a rural institution specialist, he will (i) lead the review of past and present RTI project performance and draw lessons to be learned including project impact, relevance of the
components and implementation strategy, implementation arrangements, sustainability of the outputs and achieved benefits, risk mitigation strategies, community participation strategy and gender action plan efficiency, procurement and fund flow; etc; (ii) with the support of the relevant specialists lead specific assessment studies on (a) options for sustainable district road maintenance; (b) rural transport services development ;(c) options to strengthen districts
planning and implementation capacity and (d) options to improve RTI impact on poor beneficiaries including relevance of skill trainings scheme and supplementary infrastructures;
(vi) determine community responses to the proposed project interventions; formulate procedures to improve communities organization and encourage their active participation in
project planning, implementation and O&M activities; and review/upgrade DRILP a participatory strategy in collaboration with the other experts; (vii) undertake a comprehensive assessment of district administration capacity and make recommendation for targeted capacity building
interventions under the project. (viii) Review DRILP piggy-backed TA2 achievement and requirement for additional TA support including preparation o outlined terms of reference.
