Job Description

The Pacific Islands Forum Secretariat (PIFS) is inviting tenders from interested English-speaking applicants for the position of SAFE Project Management Unit (PMU) Team Leader (Consultant).

The main activities for this assignment include:

  1. Lead and coordinate PIFS delivery of SAFE Pacific against approved workplans and the SAFE Log Frame.
  2. Work with Pacific Quality Infrastructure (PQI) and Kava leads to turn priorities into sequenced deliverables.
  3. Manage day-to-day operations of the SAFE PMU (finance/admin, procurement/compliance, delivery support).
  4. Ensure compliance with PIFS procedures and donor/EU requirements.
  5. Manage the full activity cycle: planning, procurement, contracts, acceptance and payments.
  6. Set and maintain core tools: workplan, procurement plan, budget tracking, risk register, etc.
  7. Coordinate results monitoring and consolidate inputs into timely, high-quality progress reports/briefings.
  8. Support communication, visibility and knowledge management.
  9. Engage stakeholders and service governance/coordination mechanisms, including the SAFE Steering Committee
  10. Represent PIFS/SAFE in regional and international meeting

We are looking for an English-speaking consultant with recognised qualifications in project management, international development, economics, trade, public policy, business administration, or a related field; with strong experience managing donor-funded, multi-country programmes and overseeing procurement, contracting, budget tracking and compliance requirements; and with proven coordination, communication, drafting, diplomatic and stakeholder engagement skills.

• Are financially solvent and able to conduct business operations in a professional and successful manner;
