Sanitation Business Advisor

With the support from the Bill & Melinda Gates Foundation and UK Department of International Development (DFID) SNV is implementing a project on “Demonstration of pro-poor market-based solutions for faecal sludge management in urban centres of Southern Bangladesh” for a period of 4 years starting from Jan 2014.
The main objective of the project is to demonstrate a city-wide, pro-poor, accountable, safe and sustainable faecal sludge management services for the urban context in Bangladesh, showing improvement in the living environment and contributing to the health and well-being of the urban population.
The Sanitation Business advisor is expected to contribute to the solution of these issues. Thereby two aspects of the job need to be highlighted:
- The project focusses on building the capacity of local line agencies primarily Khulna City Corporation, Jhenaidah and Khustia Paurosavas and other appropriate actors in urban sanitation. Therefore the Sanitation Business Advisor needs to work collaboratively and constructively with the different partners.
- The project is a demonstration project for Bangladesh, and as such the emphasis is not only on implementation, but also on documentation and evidence. The Sanitation Business advisor is therefore expected to have a methodical and systematic approach to identifying solutions, implementing and monitoring these.
Responsibilities
To lead the Sanitation Services and Business development component of the project in close collaboration with the activities of other components and also contribute to the work of colleagues, by providing sound advice for activities in the other components. The below are the specific tasks:
Advisory services
- Support stakeholder clients in developing and implementing the sanitation services and business development component;
- Support colleagues in the other components to integrate financial and business aspects into formative research when applicable, to support city planning and investment plans as well as pro-poor support strategies, to assess life cycle costs of different infrastructure options;
- Design and conduct – in collaboration with others- supply side and provider studies (of providers of emptying services);
- Conduct sanitation value chain analysis, market potential research/analysis including exploring the potential of private sector involvement;
- Support the development of service options for vulnerable areas in the city
- Lead the development of toilet upgrading options
- Strengthen capacity of stakeholders to deal with the short and long term treatment options for provision of improved quality services and also help organise the existing manual emptiers;
- Work with private sector and local government on the introduction of standards including on health and safety;
Quality assurance & Knowledge Development
- Align with knowledge deliverables and quality standards;
- Ensure implementation of SNV’s monitoring for results framework;
- Identify and explore replication of good practices;
- Conduct comparative studies and facilitate horizontal learning to improve practice and guidelines;
- Coach, guide and backstop project teams in implementation;
- Promote knowledge exchange and networking with other SNV regions and externally;
Co-ordination & Programme Management
- Ensure performance of project, corresponding to plans and targets;
- Facilitate and coordinate interaction with other sector stakeholders;
- Contribute to the SNV WASH knowledge activities;
- Establish and maintain linkage with national and international knowledge centres;
- Take part in national and regional events as appropriate;
- Support content development for external communications;
- Contribute to managing and implementing partnerships;
Candidate profile
- Master in Business Administration or related background.
- At least 10 years of experience of which at least 5 years in water supply and sanitation or Waste Management
- Strong interest in business solutions for development, BoP models and PPPs
- Strong interest in re-use of human waste, experience in this area is an asset
- Proven track record of relating technical, financial and social solution in sanitation.
- Creative, practical and systematic professional
- Evidence of producing knowledge products (publications and other).
- Flexibility to handle varied and demanding tasks and ability to balance priorities, thrive under pressure and juggle a multitude of details in a fast-paced environment
- Significant experience in developing and managing complex, multi-stakeholder initiatives directly delivering change.
- Ability to work independently, as well as member of a team, and to be flexible to accommodate the needs of stakeholders.
- Ability to lead the assignment and the team with remote supervision.
- Excellent verbal and written communication skills both in English and Bangla.
General Information:
- The position is Full-time, initially for two year with an excellent possibility of extension based upon the performance.
- Work location will be the SNV office at Khulna, with regular travel to project sites.
- Compensation will be based on experience.
- The candidate will report to the Project Leader. The project will be implemented under the leadership of Khulna City Corporation in collaboration with a group of institutions consisting of Khulna University (KE), Khulna University of Engineering and & Technologies (KUET), Khulna Water and Sewerage Authority (KWASA) and WaterAid Bangladesh.
