Job Description

INTERPOL is a Permanent Observer at the United Nations since 1996. First established by General Assembly Resolution 51/1, this status was formalized in a Cooperation Agreement in 1997. The Office of the Special Representative of INTERPOL to the United Nations is a small team working in close cooperation with the UN in New York and the UN in Vienna, as well as the Organization of American States (OAS). The incumbent is to support the office’s objective of further developing the cooperation between the UN and INTERPOL, in areas of mutual interest, in order to:

  • Improve the international coordination of efforts to combat international criminal matters, including terrorism, organized crime, human trafficking and migrant smuggling, drug trafficking, environmental crime and corruption.
  • Obtain support and promote INTERPOL’s role in shaping global security, including through its three Global Programmes (Counter-Terrorism, Cybersecurity, Organized and Emerging Crime), as well as the use of INTERPOL Policing Capabilities, as is called upon in various Security Council and General Assembly resolutions.
  • Enhance the interests of law enforcement at international platforms.

PRIMARY DUTIES

DUTY 1 Design, plan and implement the policy and work plans of the Office, with a view to further developing cooperation with the UN, Permanent Missions, and the international community regarding law enforcement-related issues, to the benefit of the Organization and INTERPOL’s member countries.

DUTY 2 Represent the Office and the General Secretariat in meetings and other forums.

DUTY 3 Develop and maintain effective contacts with the UN, the Permanent Missions, the Directorates and Sub-Directorates of the General Secretariat, the RBs, NCBs and external national, regional and international institutions.

DUTY 4 Proactively identify activities and initiatives relevant to law enforcement and INTERPOL’s mandate, as well as new areas of cooperation with the UN and the Permanent Missions, developing strategic initiatives, initiating projects, and providing gap-addressing solutions for the international law enforcement community, through the following activities:

  • Follow meetings and events, as well as documents, reports and resolutions; Analyze and identify pertinent information and disseminate as appropriate;
  • Draft and negotiate language into legal instruments, including UN resolutions and international conventions;
  • Make strategic recommendations on the course of action to be taken based on facts, figures, precedents and good practices;
  • Provide timely and sound advice and guidance, as well as independent analysis and evaluations on the progress and development of INTERPOL’s cooperation with the UN and similar institutions;
  • Continuously follow-up on the progress and results of ongoing projects and cooperation agreements and provide, as necessary, accurate and timely advice and guidance to the SRIUN and INTERPOL staff

DUTY 5: Perform any other duties as required by the Supervisor.

All candidates will be assessed on the under mentioned requirements.

  • At least 5 years’ University education or other specialized higher education establishment (Specialization, Masters or Doctorate) preferably in International Relations, Law, Public Policy or Police Management.
  • A minimum of 10 years’ professional experience in law enforcement, government ministry, international organization, or foreign service;
  • Managerial experience from a senior level is a strong asset;
  • Diplomatic background is an asset;
  • Law enforcement background is an asset;
  • Experience working in a multidisciplinary environment is an asset.
  • Professional fluency in English is required.
  • Working knowledge of a second official language of the Organization (Arabic, French or Spanish) would be an asset.
  • Well-developed presentation and communication skills, in writing and orally;
  • Strong leadership qualities;
  • Ability to implement initiatives into new working practices;
  • Flexibility to work overtime when the situation dictates;
  • Experience in planning and managing complex tasks, with only minimum supervision;
  • Personal and professional maturity;
  • Ability to maintain objectivity and apply sound and logical reasoning;
  • Ability to work as a team, as well as individually;
  • Ability to work persistently and under pressure;
  • Good social, specifically multicultural, skills;

In addition to the requirements, the following Assets and Special Aptitudes would be beneficial:

  • Proficiency in a second official language would be an additional asset.
  • Experience working in an international environment would be highly desirable, for example employment in an international organization, or participation in international working groups, joint international projects, etc.
