Background:


The Office of the Secretary of the Inter-American Development Bank (IDB) is looking for a Section Chief to lead the team of the Services to the Boards, Committees and Senior Management Section (SEC/STB). The successful candidate will have the capacity to support deliberations of the IDB Group’s executive-decision making bodies on a wide range of technical issues.

The team’s mission:


The SERVICE TO THE BOARDS, COMMITTEES & MANAGEMENT SECTION (SEC/STB), provides secretariat services to the IDB’s Group executive decision-making bodies, including the IDB and IDB Invest Boards of Governors, Boards of Executive Directors and their committees, and the IDB Lab Donors Committee.


What you will do as STB Supervisor:

  • You will be leading a team of approximately 10 professionals (staff and consultants).

  • Contribute to establish an organizational vision and lead its implementation in a continuously changing environment.

  • Lead, manage, mentor, and assess the Section’s employees and provide feedback and guidance.

  • Ensure compliance with the procedures established in the Regulations of the Board of Executive Directors and the Consolidated Procedures and Terms of Reference of the Standing Committees of the Boards of Executive Directors of the IDB and IDB Invest.

  • Maintain and update the Committees’ work program, serving as the conduit for Board and Management requests.

  • Oversee the implementation of the Committees’ work program, supervising a team of Committee Coordinators and Corporate Service Specialists. Coordinate closely with the chairpersons of the respective committees on all aspects related to committee activities.

  • Monitor electronic voting by Governors, Executive Directors and members of the Donors Committee with Committee Coordinators.

What you will do as Committee Coordinator:

  • Ensure the smooth functioning of the committees under your coordination.

  • Serve as liaison between Management and the Board on committee matters under your coordination.

  • Participate in pre-meetings and advise Senior Management on the proper handling of items sent to the committees under your coordination.

  • Keep Management informed of all relevant matters and events concerning committees under your consideration by providing detailed reports on each meeting.

  • Prepare draft versions of chair reports for the committees under your coordination in collaboration with the committee chairperson and supervise the process of distribution and inclusion in the Committee of the Whole.

  • Review the content of minutes of meetings of committees under your coordination.

  • Coordinate electronic voting by Governors for committees under your coordination.
    What you will need to know about the IDB Group

  • You will have familiarity or swiftly develop an understanding of the institutional design of the IDB Group, including the interrelations and service provision arrangements between the different entities to ensure consistency in the work programs of the Board Committees.

  • At the Corporate level, you will have familiarity or swiftly develop an understanding of the issues discussed at the IDB Board’s Budget and Financial Policies Committee, which will be under your coordination.

  • You will have familiarity or swiftly develop an understanding of the issues discussed at IDB Management’s Information Management Steering Committee (IMSC). You will advise the Secretary on matters of the purview of the IMSC in his/her capacity as Co-Chair of said Committee. These matters include but are not limited to, the Bank’s information management governance, priorities, data quality standards, regulations for records and data management. Ensuring alignment with other Bank policies including the Access to Information Policy and a consistent IDB Group approach is paramount for this advice.

What you will need:


Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.


Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.

Education: Master’s degree or equivalent “Licenciatura”/advanced degree in Social Sciences, Business Administration, Economics, Finance, or similar discipline.


Experience: Knowledge of and experience in project and personnel management, including budget management experience. Minimum of 10 years of relevant experience. Understanding of and experience in international development and multilateral financial institutions and private sector financing in Latin America and the Caribbean are preferred and desirable.

Languages: Proficiency in English and Spanish is required. Additional knowledge of Portuguese or French is preferred. Experience preparing documents, including the ability to draft well-written analyses and proposals.
