The Sector Manager - Last Mile Mobile Solutions (LMMS) is responsible for coordinating between all the people and sectors working with the LMMS projects to ensure project success and realisation of benefits. The LMMS Sector Manager role requires effective planning, coordination, and reporting. The LMMS SM will identify risk factors early and work with the WVI Kurdistan Senior management to mitigate such risks. Ensure smooth day-to-day running of the core teams associated with the LMMS teams (including day to day oversight of IT support staff and regional LMMS Project Managers). This position works closely with the LMMS Project Managers on implementation, scale up, monitoring and reporting efforts associated with LMMS in the Syrian Response. The LMMS SM is also expected to work closely with a variety of LMMS stakeholders including FPMG’s FPAs, the LMMS Project Managers, WVI KRI senior management team and the Operations team in efforts to solicit timely and accurate information pertaining to the system’s deployment.

RESPONSIBILITIES INCLUDE:

Operations Management:

  • Manage, identify, communicate and monitor progress on key priorities and deliverables for LMMS in Kurdish Region of Iraq (KRI).
  • Provide management oversight and/or support for grant funded activities and projects involving LMMS.
  • Coordinate the provision of technical support for LMMS users/customers, as well as for external partner agencies (in collaboration with FPMG and HEA).

Business Development and Opportunity Management:

  • Establish and manage strategic relationships with partners and donors.
  • Position LMMS as a humanitarian industry solution.
  • Identify emerging technologies that may be appropriate for interfacing to LMMS.

Technical Support and Oversight:

  • Provide professional services for internal and external clients on a suite of last mile solutions. These may include, but not limited to:
  • Feasibility assessment and requirement gathering for new entities and/or contexts (e.g. during large scale emergency or major grant related deployments);
  • Technical support for the integration of LMMS with other last miles solutions such as mobile money and e-payment solutions in cash based programming (e.g. to NOs, SOs, interagency partners, host-country governments and others).
    • Maintain liaison with field staff in order to track program performance and identify opportunities for further support program goals.
    • Advise on good practices for last mile solutions program design.
    • Initiate contacts with WV staff, supervisors, and managers to give technical advice and guidance on opportunities and barriers as well as problem resolution.
    • Assist in field-based trainings to promote good practices in last mile program design and execution.
    • Make recommendations for action to managers on knowledge management and communications best practices.

REQUIRED SKILLS INCLUDE:

  • University degree in Information Technology, Business Administration or equivalent related to field.
  • 5 years experience international development and business related activities.
  • Strong empirical knowledge of both the humanitarian/development and business sectors.
  • Strong interpersonal skills.
  • Strong Business development and finance skills.
  • Strong project and information management skills, with the ability to coordinate across various teams.
  • IT technical proficiency with basic knowledge on personal computers, networking and/or database systems is required.
  • Demonstrated knowledge of WV internal structure and processes Fluent in English.
  • Proven ability to initiate and manage cross-sector/multi-sector relationships.
  • Demonstrated ability to direct, work and foster culturally diverse team.

Demonstrated knowledge and relevant experience of full scope project management.

Preferred:

  • Knowledge of LMMS
  • Fluent in Arabic.
  • Certified in Partnership Brokers Accreditation Scheme.
  • Certified n PMP or Prince.
