Responsibilities Under the direction and leadership of the Chief Security Advisor, the Security Liaison Officer will be responsible for:

1. Liaison with the Iraqi Security Forces (ISF), with focus on the Iraqi Ministries of Defence and Interior;

2. Acting as a focal point to facilitate and organize communication between UNAMI and Iraqi national defence and security authorities;

3. Facilitating meetings between UNAMI and senior Iraqi officials responsible for defence and security issues;

4. Coordinating and liaising with the Principal Security Advisor and UNAMI Military Advisors with regard to ISF matters as delineated herein;

5. Formulating and maintaining a current assessment of ISF capability as it pertains to the security of UN activities in Iraq;

6. Maintain an awareness of ISF deployments and activities; develop biographies of senior defence and security figures;

7. Perform other duties as required.

Vision – Ability to identify key sensitive ISF issues and their impact on the security of UN operations in Iraq.

Teamwork – Good interpersonal skills; ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds.

Judgement/Decision-Making – Sound judgement and initiative, imagination and resourcefulness, energy and tact.

Planning and Organizing – Strong ability to plan and organize work of a team, and to integrate team contributions into an organizational work programme.

Communication – Excellent drafting ability and communication skills, both oral and written; ability to defend and explain complex issues with respect to key ISF developments to senior officials; proven ability to communicate complex concepts orally; ability to prepare reports on politically sensitive issues in a clear, concise and meaningful manner.

QUALIFICATIONS

Education Advanced University Degree (Master’s degree or equivalent) in political science, international relations, strategic or defence studies, or related fields. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience At least 7 years of progressively responsible experience in police or military service with extensive liaison experience at national and international levels. Experience in field and peacekeeping operations is highly desirable.

Languages Fluency in spoken and written English is required; Fluency in spoken and written Arabic is highly desirable.
