Project Summary:

The USAID/Ethiopia LAA provides advanced, cutting-edge learning, monitoring, and evaluation (LME) support for USAID/Ethiopia. The contract supports the Mission in planning, designing, conducting, disseminating, and learning from evidence on its development activities. It focuses on deliberate learning, with the intention of driving program results faster than traditional LME activities. The contract also enhances the institutional capacity of host country and local partners to improve capacity, their accountability, and their use of evidence for programming, learning, and adapting. This contract is a five-year project, ending in April 2028.

Position Summary:

The Security Manager will coordinate all security tasks needed under the USAID/Ethiopia LAA Contract for MSI staff and STTA. The position will be supervised by the Operations and Administrative Officer. The position will also closely work with the HQ Global Security team. The selected candidate will work within context monitoring and analysis; field travel and journey management; develop and implement security assessments, plans and procedures; communication and incident reporting; training and capacity building. This is a full-time position based in Addis Ababa, Ethiopia.

Responsibilities:

  • Monitor and analyze security conditions continually across Ethiopia and in the areas where project staff and partners are undertaking Third Party Monitoring (TPM) or other project related work.
  • Conduct monitoring via local media, security reports, USAID PLSO, and first-hand information collected from field-based staff and local partners/contacts.
  • Help identify and assess security risks that may impact staff movements and safety in different parts of the country and communicate them in a timely manner to ensure real-time decision-making and up-to date situational awareness, as well as inform program strategy and field operations.
  • Compile and submit regular reports that track incidents and trends in and local security contexts within the project’s areas of operation.
  • Conduct risk assessments of all proposed TPM sites and other field travel areas and develop corresponding risk mitigation plans for each trip.
  • Monitor field travel in real time and provide timely guidance, advice, and emergency support.
  • Conduct all necessary preparations as outlined in MSI security plans and procedures to prepare staff for site visits and field travel.
  • Maintain the Journey Management Process as outlined in MSI security plans and procedures.
  • Develop and maintain standard operating procedures, guidelines, and planning for staff safety, operational security, and program continuity.
  • Ensure the continued relevance and consistent implementation of Standard Operating Procedures related to the safety and security of all team members in coordination with project leadership and MSI HQ Global Security Team.
  • Evaluate, review and update project security plans, risk assessments, and contingency plans on a regular basis.
  • Ensure compliance with MSI and Tetra Tech Duty of Care Standards.
  • Evaluate, review, and update the hibernation and evacuation plans for all MSI locations in Ethiopia and ensure that practical preparations are in place and known to all relevant staff.
  • Conduct risk assessments of prospective offices and residences.
  • Follow up on actions to be taken to ensure compliance with safety and security standards.
  • Provide technical input and advice on assessments to consider MSI activities in new geographic locations of Ethiopia.
  • Develop and implement a project incident reporting procedure.
  • Ensure Chief of Party (COP) / Deputy Chief of Party (DCOP), HQ Security Team, and other relevant staff are informed of all incidents and follow up actions.
  • Provide and implement best possible solutions for use of equipment to facilitate communication between staff, including proposing safe means of communication.
  • Liaise with relevant security actors e.g., IP security staff, security forces, local community stakeholders, local authorities.
  • Undertake continual assessments of communication equipment, and the protocols by which that equipment is used.
  • Provide regular briefings to relevant staff and partners on the security situation and mitigation measures.
  • Provide regular training for MSI and partner staff on a broad set of safety and security preparedness topics.
  • Work with relevant staff to develop and implement training curriculums appropriate for current program operations and risks.
  • Oversee regular incident management team tabletop exercises.
  • Work with relevant project staff to develop on-boarding packages and trainings for new hires.
  • Coordinate external trainings, such as HEAT, as required.

Qualifications:

  • Bachelor’s degree is required.
  • Minimum seven years of experience in security management and oversight of security platforms required.
  • Experience effectively managing security platforms in complex and high-risk environments; experience working with NGO’s and/or USAID implementing partners in high-risk environments strongly preferred.
  • Experience with managing a high volume of complex field travel.
  • Strong analytical skills and ability to produce high-quality written reports with minimal/no supervision or support, including Threat, Risk, and Vulnerability Assessments, Security Surveys, Security Audits, and Contingency Planning.
  • Strong management and resourceful problem-solving skills.
  • Ability to interact and communicate effectively with multifaceted organizations at senior levels and cross culturally.
  • Advanced knowledge of all Microsoft Office Suite applications, particularly Microsoft Word, Excel, and PowerPoint.
  • Ability to read, write, and speak fluent English and Amharic is required.
