Job Description

**Responsibilities** The post is found in the Safety and Security Unit of the Office of the High Commissioner for Human Rights (OHCHR). Under the supervision of the Senior Security Manager, the incumbent will: - Oversee all aspects of the day to day operations of the field safety and security unit; - Supervise the development and delivery of security awareness training programs in coordination with the UN wide plan; - Oversee the development of driver and transport safety training and procedures and ensure their implementation; - Coordinate the development and implementation of minimum operating security standards, and related standard costs for offices, facilities and property of OHCHR in the field. Ensure all OHCHR policies conform with DSS directives; - Take overall responsibility for the maintenance of the evacuation plans of all duty stations or offices where OHCHR staff are deployed and ensure all staff are made aware of their responsibilities and preparations in the case of evacuation; - Provide guidance on the conduct and content of staff briefings on security preparations and country situations prior to travel as required and review all proposed presentations for accuracy and completeness; - Provide technical supervision and operational advice for and accompany staff to the field as part of special activity such as Commissions of Inquiry, Investigative missions as necessary; - Oversee and provide guidance and technical advice for the conduct of security evaluation missions in potentially difficult locations and undertake such missions when necessary. Ensure quality control of the regular analysis of the security situation in locations where OHCHR is or intends to operate to enable appropriate security responses with regard to safety of staff; - Ensure the timely preparation and dissemination of security and staff safety bulletins and manuals and to OHCHR staff; - Provide security support to all OHCHR activity specifically in the specified geographic regions in addition to coordinating the activities of security staff covering other OHCHR assigned geographic regions. Deputize for the Senior Security Manager, assist in general management of the unit and maintain liasion with security partners. **Competencies** Professionalism - Excellent knowledge of security management, combined with solid background of military or other security specialization and some political and social knowledge of countries of oversight; good technical skills to understand and consolidate the varying specializations such as electronics, communications, mechanics, explosives, and other sophisticated devices encountered in security management; ability to effectively deal with stress factors when encountered. Technology Awareness – Good computer skills, particularly in relation to security management and monitoring. Communication - Good oral and written communication skills. Teamwork – Good interpersonal skills; ability to establish and maintain effective working relations with: mission directors, security officers in other agencies, specialists in other fields related to security, representatives of local and national governments and the non-government community, with sensitivity and respect for diversity. Leadership - Demonstrated leadership skills; ability to make quick decisions in emergencies or when rapid response is required. **QUALIFICATIONS** Education First level university degree (BA or equivalent) with a focus on security management or related disciplines. Also relevant would be military or police academy degree (at officers level) or the non-degree equivalencies as determined by the Inter Agency Security Management Network based on the UN OHRM standards. Work Experience At least 7 years of relevant experience with security management, if possible in the police or military context, alternatively in companies providing security related services. Knowledge or experience in the area of human rights or international humanitarian law would be an asset. Languages Fluency in French or English, working knowledge of the other is desirable. Additional language skills would be an asset.
