Background

This position is open for secondment only and participating States are kindly reminded that all costs in relation to an assignment at the Secretariat must be borne by their authorities.

The OSCE Support Programme for Ukraine (SPU) has been established in order to continue supporting the Ukrainian Government’s reform efforts and mitigating the increased risks to civilians caused by the war against the country. The objective of the SPU - and therefore of all its projects - is to support Ukraine across all three OSCE dimensions on the government’s reform efforts and on the evolving risks to civilians caused by the war, thus ensuring that the OSCE’s work conducted over the past three decades and in the future, continues to impact positively the institutions and people of Ukraine and that Ukraine’s comprehensive security is enhanced in line with the OSCE commitments.

This post is financed from the extra-budgetary (ExB) SPU project under the OSCE Conflict Prevention Centre (CPC) at the OSCE Secretariat (SEC). The SPU is planned to run until 31 December 2028. The post extension is subject to the availability of funds as well as the extension of the project duration.

Please note that this post is located in Kyiv, Ukraine.

Tasks and Responsibilities

The incumbent will work under the direct supervision of the Senior Security Officer and secondary supervision of the Head, Security Management, as well as the overall co-ordination of the SPU management, and will be tasked with the following:

  • Supporting the Senior Security Officer, the Head of Security Management and his/her team at the OSCE Secretariat as well as the SPU Management team; by contributing into the gathering of relevant Security Information in support of the OSCE Security Management System, its processing and analysis of identifying trends of threats and security incidents affecting OSCE personnel, assets and operations in specific countries;
  • Preparing, and revising the Security Threat Information (STI), Security Risk Assessments (SRA) for Ukraine and the region, drafting reports on analyses and maintaining a system for classifying and storing sensitive information and mapping of security incidents affecting OSCE system personnel, assets and operations;
  • Contributing to the development and maintenance of up-to-date security and contingency plans, and security listings of staff; ensuring that relocation and evacuation plans are current, feasible and regularly evaluated; in co-ordination with IT, ensuring that emergency communications systems are periodically checked and serviced; ensuring the best possible protection for staff and property by maintaining good contacts with local law enforcement agencies and other locally operating organizations;
  • Conducting security surveys of residents and duty station premises to ensure adherence to health and safety procedures; reporting on all legal activities involving staff members; investigating and preparing incidents reports; providing guidance and recommending further actions or intervention when appropriate i.e. incidents involving OSCE vehicles, traffic accidents, criminal acts, etc.;
  • Supervising Senior Security Assistant and Security Assistant as well as overseeing the work of the Security Guards; providing guidance and information to ensure effective operations;
  • Performing other duties as assigned.

Necessary Qualifications

  • Second-level university degree in security studies, risk, disaster or emergency management, social/political science, military science, public administration, law enforcement, law or related field; a first-level university degree in the said fields or equivalent professional qualifications from certified award-granting bodies and from military or police educational institutions in combination with two additional years of relevant experience will be accepted in lieu of the second-level university degree;
  • A minimum of two years of professional-level experience in security or risk management, in a government, police, military, public or private sector context, including at the international level;
  • Holding a valid driving license;
  • Professional fluency in English with excellent communication (both oral and written) skills; knowledge of Ukrainian would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.
