Field of activity

The purpose of the security risk management system to be used by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Somalia will be to analyse risks for German development cooperation (DC) in the country. It will mitigate the risks that employees face in the environment and at the same time will allow a certain freedom of movement in the country without exceeding the risk threshold.

Risk management advisory, risk assessment and analysis, and risk treatment are to be combined with technical measures and are all to be aligned towards ensuring the physical and psychological integrity of employees and towards assisting them in performing their tasks safely in a volatile environment. The advisor’s task in the field of security risk management is to advise GIZ staff and subcontractors at the various project locations on issues connected with security risk management.


Your tasks

You will have the task of establishing (in cooperation with the GIZ Crisis Department), maintaining and refining a modern state-of-the-art security risk management system in the country on the basis of GIZ’s relevant requirements and guidelines. You will manage a national Risk Management Officer, for whom you will take on leadership responsibility. You will analyse the security situation in Somalia in general, and specifically at the project locations where GIZ operates, on an on-going basis, gather, compile and assess security-relevant information, and apply this information to the context of GIZ’s activities. You will prepare risk, conflict and actor analyses adapted to the user groups, draw up regular security reports and write incident reports. You will be responsible for all aspects of day-to-day operational security risk management, including emergency and crisis management. You will initiate and implement trainings as risk reduction measure. In addition, you will maintain a network with a wide variety of actors, including local and national authorities and international government and non-governmental actors such as UNDSS and the NGO Safety Programme. You will also inform GIZ staff and subcontractors about the current security situation and implement directives issued by the team leaders to foster the physical integrity of employees. You will support the team leader in the event of a crisis. Your duties will also include advisories on site security and the assessment of office and private premises.


Your profile

You have a background in security management, risk crisis and disaster management or a related discipline and have specialised in issues connected with crisis and conflict prevention, crisis management or peacekeeping. You are familiar with the concepts and instruments of risk management standard ISO 31000 ff. The certification as ISO 31000 risk manager is a benefit.

You have a sound knowledge of political and socio-economic analysis. You should have more than five years of experience with security or risk management and have worked for at least three years in conflict zones (ideally in post-conflict countries in Middle East or Africa, characterised by clan/tribal structures and in the field of DC).

You have very good analytical skills and are a respected communicator and mediator. You achieve good results under a heavy workload and are able to take target-oriented decisions quickly, even under stress. You are able to cope with several overlapping tasks simultaneously and to set priorities in your work. You have a convincing manner and can explain even complicated issues clearly and informatively, both orally and in writing, even if the target group is not familiar with the topic. You have the necessary tact and excellent intercultural skills. You are able to cope with frustration and the difficulties that living and working in the particular security situation entails, and to shape dialogue on the matter.

You have a good command of spoken and written English. Command of German is considered an asset. You are accomplished in using established IT applications and communications technologies. Ideally, you have already had experience of working for GIZ.


Duty station

Somalia (Somaliland), Hargeisa with regular visits to Garowe (Puntland) and travel to locations along the roads (security permitting).
