Core Team Support: SEED Communication Manager

Location: Remote working, with possible travel to Peshawar
Programme Background
Sustainable Energy and Economic Development (SEED) is a £37.5 million programme that aims to support provincial economic development and sustainable energy in Pakistan. It will support the province of Khyber Pakhtunkhwa (KPK), to plan and finance the infrastructure and investment it needs for growth, jobs and prosperity. The programme will also address Pakistan’s energy crisis by providing innovative financial solutions to industry for the adoption of sustainable energy practices. Within SEED, ASI has been contracted to deliver the first component - Improved Economic and Urban Planning in Khyber Pakhtunkhwa (KP) – with a budget of £15 million. The outcome of the programme will be public and private investments generate greater economic, social, and environmental returns. The programme will be managed by the UK’s Department for International Development (DFID).
Context
SEED will tackle two binding constraints to economic and urban development in Pakistan: weak planning and an unreliable and unaffordable energy supply. Component 1, the focus of this programme, will deliver specialised technical assistance on areas such as urban and economic planning, expertise in key economic and urban development sectors (e.g. transport, energy, industrial zones, housing, private sector development), conducting analytical studies, engagement with government counterparts, and ongoing monitoring, evaluation, learning. Through this there are opportunities for KP to become more climate resilient and adaptive, by making adaptations to its strategies, it’s planning systems, and by selecting and implementing specific projects. Additionally, SEED is providing demand driven support to GoKP on various reform initiatives, including pensions and tax reforms.
Objectives
· Communicate key SEED messages to stakeholders crisply, clearly and regularly, via website, and social media platforms.
· Support the development of the website in particularly curating content and communications methods
Deliverables
1. Deliverable 1 (D1): Create content for and populate SEED website, working as the development communications specialist with the web developer, graphic designer, and SEED core team.
2. Deliverable 2 (D2): Create content and update the SEED Facebook page and the SEED twitter account, covering e.g. 5-6 key inception stories, upcoming webinars, seminars, campaigns
3. Deliverable 3 (D3): A regular update to the SEED core team on key relevant publicly available information relevant to SEED’s work (e.g. newspaper articles), and on SEED’s communications activities
Tasks
1 Deliverable 1 (D1):
· Drive the creation of the SEED Website, ensuring that it is suited to SEED’s key stakeholders and audiences, and meeting communication objectives
· Develop content for the SEED Website with assigned team member, working closely with the website developer and graphic designer
Deliverable 2 (D2):
· Create content for, populate and maintain;
o SEED Website – with website developer
o SEED Twitter Account
o SEED Facebook Page
· Update SEED Social media handles with;
o 5-6 key inception stories covered.
o Knowledge products produced by the SEED Team & on-going components.
o Spread awareness and positive impact of SEED activities on social media platforms (SMPs)
o On-going webinars, seminars and campaigns hosted or led by SEED
Deliverable 3 (D3):
· Update Project Team on SEED’s communication activities (once a week). Work alongside assigned manager, to implement these tasks.
· Track publicly available information relevant to SEED’s work (e.g. newspaper articles), and follow the relevant accounts of key stakeholders for SEED.
· Provide a regular brief to the SEED core team on any updates or articles relevant to SEED and our stakeholders
· Remain informed about ongoing SEED operations & key stakeholder engagement.
Initial tasks include the ones mentioned above – although this piece of work can expand if the need arises.
Duration
20 days, Sep-Oct, with potential for extension into an ongoing role (of approx. 5 days/month), and potential for expansion into other communications activities related to reform interventions.
Management/Reporting
The consultant will work closely with the SEED core team and will report to the Senior Project Manager & SEED Strategic Planning Advisor.
Experience and skills· 5-10 years of post-Master’s relevant experience at the national or international level in communication, social media management, governance or development economics.
· Experience in managing communication for development organisations as well as interacting with the government.
· Substantial experience in managing communication platforms for multinationals.
· Ability to work independently and meeting tight deadlines. Excellent written and oral skills in English.
· Preferably speaks Pashto.
