The Philippines SIBOL Activity (SIBOL) is a five-year project working to support the Philippine government to achieve its goals of improving natural resource governance in terrestrial and marine landscapes and stimulating public and private sector investments, leading to greater ecosystem stability and inclusive green growth.
The project is working at both the national and local levels in coordination, support, and partnership of the DENR, the DA-BFAR and USAID. In addition, SIBOL works in four project sites that are key focal biodiversity areas following SIBOL’s Planetary Health Approach principles: (1) using a landscape approach for natural resource governance; (2) “counting what counts” with regard to data analysis and tools that can feed into the measurement of ecosystem benefits; and (3) engaging the government, private sector, and civil society organization partners at the national and site level to ensure sustainability of the interventions beyond the life of the project.
SIBOL has three main strategic approaches to improve natural resources management within five years: improve governance by strengthening science-driven decision making; improve economic incentives for conservation behavior; and strengthen environmental law enforcement. A fourth approach cuts across the various themes covered by the approaches listed above. It focuses on activities aimed on achieving the following results: strengthen natural resources policy framework, improve interagency collaboration, and uphold environmental and social safeguards (ESS).
In line with Activity objectives and in close collaboration with the Forest Management Bureau (FMB) and other partners, SIBOL is helping update the National Forest and Landscapes Restoration Action Plan 2016-2018, the adoption of the updated NFLR Plan 2024-2030, and the conduct of the National FLR Summit. SIBOL has also been supporting the preparation and adoption of FLR plans of the 23 LGUs in Palawan, which is among the promising FLR initiatives in the country being highlighted in the updated NFLR plan.
This SOW covers the hiring of a senior consultant who will review and finalize the draft updated NFLR Plan 2024-2030 and provide advice for the conduct of the National FLR Summit. This assignment entails working closely with SIBOL staff, FMB, the FLR TWG and FAO consultant.
The tasks and deliverables of the Senior Advisor are as follows:
A. Review, refine and finalize the draft FLR plan, making sure that it is complete, responsive, and implementable plan. Desired output will be the final FLR plan ready for adoption by the DENR and packaging by SIBOL Activity.
B. Participate in FLR-related meetings, including the NFLR Summit. The Senior Advisor is expected to provide technical inputs and to conduct presentation at the summit.
