Job Description

The mission of SNV is to develop capacities of organisations at meso-level and of local capacity builders with the aim of reducing poverty and improving governance. Capacity development is supported through advisory teams. Advisors combine expertise in a thematic area (Economic Development, Natural Resources management, Local Governance) with capabilities in different areas of capacity development. SNV Peru has three regional portfolios in the Southern and Northern Andes and in the Amazon region, as well as a national office in Lima. SNV Peru will employ some 40 advisors by mid-2004, including 3 portfolio managers. Three senior advisors will be working from the Lima office, and be accountable to the Country Director.

The senior advisor we are looking for will have a high level of seniority and experience, especially in specific areas of capacity development. S/he will focus on organisational development and change. There is a need to strengthen knowledge development in specific capacity building services. The communities lead these processes and will be supported by the senior advisor who is part of specialised knowledge networks, particularly in the Latin American branch of the Impact Alliance. This process had a feedback loop, which reinforces SNV’s own knowledge development capacities.

Responsibilities: Support the organisational development of Peruvian capacity building organisations (one of them being PACT Peru) by providing a range of different approaches for organisational change (e.g. innovative methodologies for organisational assessment and learning, the design of organisational business plans); Strengthen the development of organisational capacities supported by advisory teams in regional portfolios; Coach advisors in their advisory and facilitation capacities for organisational development and change and provide ad hoc feedback to other SNV advisors in Peru; Exchange information about organisational development and facilitation approaches (e.g. by presenting the documented SNV Peru experiences at different events and in various journals); Lead a community of practice about capacity development aspects in the Latin American branch of the virtual network of the Impact Alliance, also involving other SNV advisors in the broader circle around the learning community.

Requirements Educational and knowledge: University Education, MSC degree; Profound conceptual knowledge of different approaches in organisational development and change, preferably based on experiences outside (Latin) America, in order to bring in new perspectives. Organisational learning and documentation of experiences. Facilitation techniques for organisational self assessment and change, and assessment of the capacity gap, assessment of demand and supply of advisory services for organisational development. Facilitation of design of market/client oriented business plans.

Work experience: At least 10 years of relevant experience in organisational development and change with a wide range of different types of organisations, preferably combining at least 5 years of senior advisory services with experience acquired through leading/managing organisational change processes. Outstanding experience and capabilities in facilitation and facilitation techniques.

Other requirements: Outstanding international network of professional contacts with capacity building organisations. Publications and/or presentations in international seminars about organisational development and change is an advantage; Learning abilities, persuasiveness, result orientation. Commitment to SNV mission, values and vision on advisory practice. Excellent abilities in these areas: problem analysis, planning and organisation, contextual awareness, team work; Willingness to travel frequently and for longer periods; Fluency in written and spoken Spanish and English.

Description of duty station: Medical situation: Very good in Lima, many private clinics and hospitals. Education: Many international schools, bilingual private schools, universities, nurseries. Security situation: good. Accessibility: excellent national, regional and intercontinental flight connections. Very good public transport, and very good telephone, internet and e-mail connections, post office works well.

Salary Scale: Minimum of 2,987 Euro and a maximum of 4,483 gross per month (hypo tax will be deducted), excluding attractive secondary conditions and individual allowances. Contract Period: 2 years possibly renewable in a senior advisory position. Appointment date: as soon as possible
