Job Description

SNV Netherlands Development Organization in Ethiopia is working in the Southern Region of Ethiopia to build capacity of local actors to increase access to WaSH. The government of Ethiopia (GoE) has set a high target of achieving 100% access to WaSH by 2012 and SNV Ethiopia is supporting this GoE initiative. Through capacity support, SNV Ethiopia aims to contribute and enable 1.6 million people to access sustainable WaSH by 2012. SNV's capacity development focus is on 3 thematic areas: (1) Water and sanitation operations and maintenance, (2) WaSH in schools and (3) Water resources management.

To achieve these high targets, SNV Ethiopia Southern Portfolio is looking for an impact oriented candidate to fill the position of a Senior Advisor in WaSH. The Senior Advisor will operate at a Portfolio level but may be assigned some National level responsibilities in the organization. She /He will be based in Awassa, Ethiopia.

Key responsibilities:

  • Ensure up to date contextual analysis to identify opportunities and threats to advisory services and advice the management of SNV Ethiopia regarding its strategic positioning and choice of clients, partners and LCBs;
  • Provide advisory services to Regional and District level clients active in the WaSH sector and to a small degree at the national and local level with an aim of enhancing their capacity to deliver WaSH services. The advisor will lead the design and delivery of Sanitation and Hygiene advisory services to clients;
  • Identify and pursue opportunities for partnerships and external funding of SNV's technical and organizational advisory services in the WaSH sector;
  • Lead knowledge development and brokering on capacity development methodologies, change facilitation and governance for empowerment;
  • Develop, expand and maintain effective and efficient networks with relevant stakeholders and keep management informed about relevant developments and opportunities;
  • Lead and coach a team of WaSH advisors and LCBs both professionally and operationally in order to increase the quantity and quality of advisory services and learning.

Candidate profile:

  • Masters degree in a field related to Water, Sanitation and Hygiene;
  • 8-10 years minimum working experience in the WaSH sector including at least 5 years as senior advisor or consultant in WaSH;
  • Practical and proven experience in partnerships and resource mobilization, sanitation and hygiene services management and appropriate low cost technologies to promote WaSH;
  • Proven experience in knowledge development (including action research) and brokering on capacity development methodologies, change facilitation and governance for empowerment;
  • Proven track record of working with pro-poor participatory approaches taking into consideration social inclusion and gender, sustainability and governance related issues in a development;
  • Broad experience in capacity building, facilitation of multi-stakeholder processes, product development and branding, organizational learning, change processes, and strategy formulation;
  • Excellent analytical skills combined with a practical and pragmatic approach oriented towards lasting results;
  • Proven abilities and experience in team building and participatory techniques;
  • Leadership, entrepreneurship and coaching and self-reflection skills;
  • Networking and negotiation abilities combined with result orientation;
  • Excellent listening skills combined with oral and written communication skills in English;
  • Good team player, pragmatic and patient negotiator with solution orientated approach.

Duty station:

  • Awassa Town; (275 km from Addis Abeba)
  • Health Services: Medical care available from private clinics. A referral government hospital is also available.
  • Security: Quite safe and secure
  • Accommodation: Excellent facilities including 3-4 star hotel facilities in Awassa town; adjacent to Lake Awassa.
  • Access to transportation: 4 hours drive on a good asphalt road to Addis Abeba. Linked to Moyale border town by an asphalt road;
  • Schooling: Medium quality school facilities available.

CONTRACT DURATION: Three (3) years with the possibility of renewal.
