Senior Business Development Officer for SNV West & Central Africa
(Based in Bamako, Mali with frequent travel to Benin, Guinea-Bissau and Niger)

SNV is a non-profit international development organisation with its headquarters in the Netherlands and staff in 30 countries. For over 40 years, we have worked with national, regional and local governments, entrepreneurs and civil associations to fight poverty. Our advisory services are funded by public and private sources. We provide solutions and services in three leading sectors: agriculture; renewable energy; and water, sanitation and hygiene.
SNV West & Central Africa is seeking a Senior Business Development Officer with expertise in the areas of partnerships and resource mobilization. This Senior Officer will be based at SNV Mali (Bamako) and will work in Benin, Guinea-Bissau, Mali and Niger.
Responsibilities
S/he supports the entire life-cycle of the business development process including opportunity creation (in collaboration with country director and senior advisors), early opportunity identification, capture management, marketing, and proposal development. S/he cultivates strong connections with priority funders and private sector donors and keeps colleagues informed of new funding opportunities, funding instruments, formation of consortiums, and the strategic objectives of donor missions in countries. S/he manages proposal teams and ensures high-quality proposals are completed.
Activities include:
• Builds and cultivates a network of potential funders and partners via regular visits to donors, businesses, foundations and other potential client offices;
• Edits and finalizes concept notes and expressions of interest;
• Assists in making informed “go/no go” decisions;
• Follows up submission of proposals by liaising with donors, as permitted, and ensures that donor questions and concerns are fully addressed on time;
• Updates and maintains country-specific project references and capability statements;
• Coaches & mentors colleagues in business development fundamentals (topics may include the marketplace, proposal process, writing towards an opportunity);
• Coordinates the entire proposal life cycle with duties ranging from drafting a proposal outline to tailoring opportunity-specific project references.
Candidate profile
• Master’s degree in related field, or appropriate combination of Bachelor’s degree and relevant professional experience.
• More than eight years of fundraising experience;
• Comprehensive knowledge of the international donor environment including multilateral and EU aid organizations, development banks, embassies, foundations, businesses, and socially responsible investors. Experience securing funds via call for proposals and tenders for services from EuropeAID is strongly preferred;
• Solid understanding of donor project design and development processes and factors important to evaluation committee decision-making;
• End-to-end experience with leading and developing proposals, including a clear understanding of how to strategically read and explain an opportunity, key roles and responsibilities in a proposal development team, and proven capacity to deliver high quality, winning concept notes, expressions of interest and proposals;
• Experience with completing proposal budgets and initializing project start-up is strongly preferred;
• Solid interpersonal, networking and cross-cultural skills with a demonstrated ability to manage multiple, complex pursuits;
• Knowledge and experience with developing log frames is preferred;
• Strong writing and editing skills are preferred;
• Fluency in French and English.
Contract Duration: one year
