Job Description

Responsibilities: As a member of the Office of Contracts and Grants Administration, the Contracts Coordinator/Senior Contracts Coordinator will report to the senior contracts manager Insert title of supervisor and support contracts office in the negotiation, administration, and the closeout of prime contracts, subcontracts, grants under contracts, grants and cooperative agreements in addition to providing support to other HQ divisions to interpret contractual rules and regulations. Specific responsibilities include the following:
  • Support the URC contracts team in managing prime awards to ensure full compliance with the awards’ requirements, appropriate client regulations including Federal Acquisition (FAR) and the Agency for International Development Acquisition Regulation (AIDAR), 22 CRF 228, 2 CFR 200 and 700, 45 CFR 75, other donors’ regulations, and URC policies and procedures.
  • Assist the URC contracts team in negotiating and administering various types of awards (contracts, grants and cooperative agreements) and prepare communications to the Clients/Donors for approvals, extensions, modifications and amendments, supplemental funding requests, key personnel notifications, close-outs and other actions related to the prime awards.
  • Under the supervision of the URC senior contracts manger, provide day to day contractual support to the program divisions including monitoring of prime award implementation, subcontracts and subawards through project inception to closeout
  • Support URC program and service delivery divisions on procurement and consultants engagement procedures funded under the prime award.
  • Coordinate with program managers on financial and administrative matters that have impact on the prime awards.
  • Liaise with the Finance Department on contract-related matters such as cost share and assist in the resolution of audits/financial reviews findings.
  • Review and provide input and updates to the contracts database.
  • Provide support to Proposal/Application teams as needed.
  • Other contractual duties as needed and required and other related and relevant duties in this area as assigned.
Knowledge, Skills and Abilities
  • Knowledge of appropriate fundamental principles, rules and regulations governing various federal awards.
  • Good critical thinking and problem-solving skills.
  • Excellent oral and written communication skills.
  • Flexibility to adapt and to embrace to changing work requirements is essential.
Qualifications: Required Experience and Qualifications
  • Education: A Bachelor’s degree is required preferably in business administration, accounting, economics or other relevant field
  • Minimum of three years of work experience, at least some of which is in an international donor funded organization or for a U.S. government contractor.
  • Computer proficiency in Excel and MS Word and other MS Office suite applications is required
  • Familiarity with federal contracting environment and hands-on on contract administration experience is desired.
  • Knowledge of another language(s) is desired, but not required.

  • This position operates in a professional office environment and routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, etc.
