Job Description

GH-TAMS is seeking candidates for a Senior Data Literacy Consultant six-month assignment for USAID/Washington. The consultancy will be virtual/remote at approximately 130 days of effort. Start date is approximately January 16, 2023.

Background:

The Bureau for Global Health’s (GH) Office of HIV/AIDS (OHA) has the primary responsibility for leading the Agency’s efforts within the President’s Emergency Plan for AIDS Relief (PEPFAR), a multibillion-dollar, multi-faceted approach to combating the disease in more than 120 countries around the world. In cooperation with the US Department of State’s Office of the US Global AIDS Coordinator (S/GAC), other US Government (USG) partners, international organizations, and nongovernmental organizations, USAID provides global technical leadership on the full range of issues related to HIV prevention, care, and treatment; manages numerous research and field support programs; and monitors the impact of the Agency’s HIV programs.

The Strategic Information, Evaluation, and Informatics (SIEI) Division consists of four branches: Strategic Information, Evaluation, Health Informatics, and Expenditure Analysis. The Consultant will serve as a member of the Strategic Information (SI) Branch in the SIEI Division and will work under the direction of the Health Science Specialist. The Consultant will work closely with capacity building leads, SI Branch Chief as well as OHA senior management, technical and program staff, and SIEI teams.

For several years, OHA’s data analytics capability and products have been growing and there is increasing need to intentionally focus on data literacy and develop a clear strategy, process, and support system to staff at HQ and Missions to improve data storytelling, and application/use of data to inform and track program and other decisions and changes. The Senior Data Literacy Consultant will implement the data literacy curriculum developed under the first phase of the initiative, and provide technical leadership on the change management and knowledge management required for the SI branch, SIEI division, and OHA staff to standardize data literacy across OHA and its Missions operations and workforce.

Role and Responsibilities:

The purpose of the consultancy is to lead the second phase of the OHA Data Literacy Initiative, and implement strategic objectives outlined in the OHA Data Literacy Initiative which is designed to support the SIEI Capacity Building Strategy. The consultancy will provide technical support to OHA and its Missions’ data analysts (analytics tools production) and technical and program staff (data analytics product users) to improve data literacy practices across the office. The consultant will also replicate the OHA Data Literacy Assessment to the Missions.

The primary objectives of this consultancy include:

· Implement the OHA Data Literacy Outreach and Training efforts with technical/program staff (data analytics/product users) and data analysts (data analytic tool developers) at OHA.

· Work with SI and technical staff to ensure the understanding of the PEPFAR processes that generate data and use of data for program and policy making established during the first phase are routinely updated throughout the period of the consultancy, given the rapidly changing nature of PEPFAR and work with USAID, OHA and its Missions.

· Assess OHA’s Data Literacy maturity to monitor and evaluate the impact of the OHA Data Literacy Outreach and Training on the development of defined competencies with OHA program staff and data analysts.

· Support and work with the data analysts to improve data visualization and analytics.

· Replicate and validate findings of the OHA Data Literacy Assessment with a subset of OHA missions.

· Develop a sustainable knowledge management plan to house the artifacts developed during the consultancy.

· Support the SIEI Division’s plans to implement the OHA Data Literacy Training Curriculum, as defined in the Reference Materials section, and continuously incorporate feedback into the training curriculum based on engagement with the SI branch and other OHA staff.

· Implement the OHA Data Literacy Training Curriculum for both data analysts/scientists and technical staff audiences (product users and insights) on improving data literacy, data storytelling and develop outreach strategies to ensure key audiences are aware, trained, and able to access it.

· Conduct series of working sessions with OHA program teams and SI advisors to understand data use needs, provide overview of analytic tools available to address needs, and identify potential gaps between program needs and analytics, using the recommendations in the Data Literacy and Storytelling Project Report as guidance; compile data visualization and dashboard usability best practices that can be standardized across OHA analytic products, where relevant.

· In consultation with the supervisor or supervisor’s designee, work independently to provide technical assistance to Data Manager/Tool Builder group as defined in the Data Literacy and Storytelling Project Report to implement program feedback and data visualization best practices into analytic products through an agile and iterative process.

· Conduct assessment of OHA data literacy outreach efforts by program team to quantify impact and to tailor methodology for future outreach efforts.

· Establish and manage a schedule of periodic check-ins to ensure SI feedback is incorporated across all deliverables, provide updates to needed stakeholders, and receive additional feedback to guide their work.

· Support the SIEI Division’s plans to strengthen data literacy among OHA’s Mission staff by conducting the OHA Data Literacy Assessment developed during Phase 1 on a representative and focused sample of USAID Missions.

· Replicate via an expedited and streamlined approach and validation of the findings of the first phase’s data literacy maturity index/score assessment (purpose, ethics, data, technology, people, process, and culture), from stakeholder engagement to analytics tool development and production and end user engagement/adoption, to understand their priorities and data literacy skills, focusing on a non-representative and focused sample of OHA Missions.

· Develop a Data Literacy Curriculum tailored to OHA Missions based on the currently developed curriculum and findings from OHA Missions Data Literacy Assessment.

· Provide recommendations on next steps and materials developed under the initiative’s first phase based on the Mission’s feedback and the real-world training experience to explain and promote OHA’s data literacy activities to key audiences in different roles.

· Other SI related duties, as assigned.

Qualifications:

· Minimum of a Master’s degree in public health, biostatistics, social science, health policy, mathematics, or relevant field and five (5) years of relevant experience or a Bachelor’s degree in a relevant field and seven (7) years of relevant professional experience

· Ability to create curricula, trainings and resources that are focused on improving OHA’s understanding and use of data

· Demonstrated experience in data literacy maturity assessment, strategy development and implementation

· Experience in data visualization and storytelling to diverse audiences

· Demonstrated experience/expertise in analytics and statistical software such as Tableau

· Working knowledge of how data is created, curated, presented

· Prior experience in conducting capacity building and training programs

· Previous experience and demonstrated results in curriculum development; preferred proven experience in developing innovative strategy

· Demonstrated experience in analysis and presentation of data

· Strong oral and written communication skills

· U.S. citizenship or permanent residence required

The Global Health Technical Assistance and Mission Support Project (GH-TAMS) is a five-year USAID-funded activity providing the Bureau for Global Health (GH) and USAID field missions with high quality technical expertise to achieve the Agency's foreign assistance global health mission. With start-up in the fall of 2019, GH-TAMS follows the success of the Global Health Program Cycle Improvement Project (GH Pro).

GH-TAMS technical assistance covers a broad range of technical areas and cross-cutting issues such as HIV/AIDS. family planning, MNCH, infectious disease, TB, health finance, reproductive health, organizational development, OVC, project design, facilitation, M&E and strategic planning.

Project assignments are located in Washington D.C. and worldwide in Africa, Asia and elsewhere. Assignments typically range from two weeks to six months in duration.
